Councilor Updates

Dear Neighbor, 

This week, Portlanders showed what can happen when we come together, speak up, and fight for a city budget that matches our values.

Thanks to your advocacy, the City Council passed two important budget amendments. These protect key public services, support youth and community safety programs, and improve privacy protections for Portlanders.

I’m excited to share these wins with you and invite you to some great upcoming District 3 events.

District News

A Major Budget Victory for Portlanders

After weeks of community input and organizing, the City Council approved changes that bring $3.3 million in investments to Portland communities.

$2.5 Million restored to Community Safety and Youth Programs

The Morillo 1 amendment brings back funding for important programs that were at risk of being cut, including:

• Project Ceasefire & Office of Violence Prevention
• Portland Street Response
• CHAT teams connecting vulnerable residents with care
• Summer Free for All youth programming

These programs help prevent harm, support vulnerable Portlanders, and keep neighborhoods safe by focusing on care. We restored this funding by reallocating resources that had been set aside for additional protection for elected officials, because I believe Portland’s budget should prioritize community programs.

Strengthening Portland’s Data Privacy Protections

I’m also happy to share that the Novick-Morillo 1 amendment passed with full support, providing $800,000 to complete the setup of Portland’s new City Data & Privacy Office.

This office will help coordinate:

• Data governance and privacy protections
• Cybersecurity coordination across city bureaus
• Responsible management of sensitive public information

As technology changes, Portland needs to protect people’s privacy and handle public data carefully. I’m thankful that every Council member agreed that this work is key to good government.

Community Advocacy Made the Difference

These wins happened because Portlanders got involved. Frontline workers, community advocates, unions, youth organizers, and residents all spoke up, organized, and reached out to the Council. Together, we showed that budgets reflect our values, and Portlanders called for a budget that invests in people. Thank you for standing with me in this effort.

But The Fight Is Not Over

While we made important progress, the City Council also made a disappointing choice this week.

By not pausing the proposed Core Services Realignment, the city is putting 46 frontline public workers at risk of losing their jobs. These workers keep Portland running every day. The Morillo-Green-Novick amendment would have paused layoffs for a year, protected jobs, required transparency, and ensured labor voices were included before major decisions were made. Instead, workers now face uncertainty without real input or accountability from leadership.

I want to be clear: city workers deserve respect, transparency, and a real say when their jobs and the services Portlanders rely on are at stake. I will keep working with labor, frontline workers, and the community for a city government that puts people first.

What Happens Next in the Budget Process – and How to Get Involved

Now that Council has voted on major budget changes, the City’s budget process is moving into its final and most important stage. The budget isn’t final yet. In the next few weeks, Council will make final adjustments and technical changes before the new fiscal year starts.

Where We Are in the Budget Cycle

1. Council will continue working on the budget in the final sessions, finishing up any remaining changes and ensuring programs are funded and ready to go.
2. Before the budget is officially adopted, Portlanders can still share their thoughts directly with the council. These hearings are an important chance to speak up about what should be prioritized. Final Budget Adoption (June 2026)
3. City Council will take a final vote to approve the City of Portland budget for the next fiscal year. This vote decides which investments are set and how city resources are shared among services, programs, and bureaus. Implementation and oversight begin.
4. Once the budget is adopted, the city begins implementing it. Council and the public will keep an eye on how services are delivered and can push for changes if needed during the year.

Constituent Coffee – May 27

Join me for this month’s Constituent Coffee on Wednesday, May 27th, from 6:00 – 7:30 pm at the Filipino Bayanihan Center (1537 SE Morrison St). To celebrate Asian American, Native Hawaiian, and Pacific Islander Month, we’ll enjoy local Filipino food, music, and good conversation. I’ll also host a Q&A to hear what matters most to you.

Brooklyn Bridge Naming Celebration – May 31

I am proud of my work with the Brooklyn Neighborhood Association to get the railroad overpass on SE Holgate officially recognized as the Brooklyn Bridge. I’m excited to celebrate the official naming of the railroad overpass on SE Holgate as the Brooklyn Bridge.

Join us Sunday, May 31st, from 3:00 – 5:00 pm for:

• Live music
• Food and community gathering
• Ribbon-cutting ceremony

Group walk and after party at Brooklyn carreta food carts. I’m proud to have worked with the Brooklyn Neighborhood Association to honor this special part of District 3’s history.

June Constituent Coffee at Woodstock Café – June 24

I’m really looking forward to hosting our June Constituent Coffee at Woodstock Café, Portland’s well-loved Deaf-owned ASL coffee shop.

Join us on Wednesday, June 24th, from 6:00 to 7:30 pm for conversation, coffee, and community. Woodstock Café is an important gathering place for Portland’s Deaf Community, ASL learners, and neighbors. For too long, Deaf Portlanders haven’t had the City Hall access they deserve, so we’re bringing City Hall to the community. Since space is limited, Deaf and hard-of-hearing community members, ASL learners, and allies will have priority seating.

There are lots of great community events happening in District 3 this spring and summer. Here are a few I’m especially looking forward to:

Burnside Bridge Centennial Celebrations

• Thursday, May 28^th at 7:00 am, Breakfast on the bridges is hosting a Pop-up breakfast on the Burnside Bridge to share donuts and coffee in honor of the bridges 100^th
• On Saturday, May 30^th, Multnomah County is hosting a Centennial birthday party from noon to 5:00 pm.

Rose Festival Junior Parade Kickoff in District 3

• Saturday, May 30th,1:00-3:00 pm: Join me and my team at one of my favorite annual Portland traditions: The Rose Festival Junior Parade. We will dress in costumes, transform wagons into floats, decorate bikes with colorful flowers, and enjoy the parade with friends and family. We are proud to host this year’s kickoff spot right here in beautiful District 3!

Spring has sprung, and that means it's time to get our parks in tip-top shape for the summer. Join Portland Parks and Rec for community clean-up and park tending at any of these upcoming volunteer days:

• Wednesday, May 27th: Hazeltine Park at 9:00 am – 12:00 pm ( Hazeltine Park )
• Saturday, May 30th: Mt. Tabor 9:00 am – 12:00 pm ( Tabor )
• Wednesday, June 3rd: Errol Heights Park 9:00 am – 12:00 pm (Errol Heights Park )
• Wednesday, June 10th: Laurelhurst Par (9:00 am – 12:00 pm ( Laurelhurst Park )

June 1st marks the official beginning of BIKE SUMMER: my favorite part of the year! Portlanders gather to roll around our city – sometimes in fun outfits, most of the time with excellent tunes, and always in a spirit of celebrating all things Portland.

Here are some favorite rides coming up in District 3

• Mellow Monday : weekly themed rides, no drop, beginning friendly, slow paced, and hosted by Naked Hearts PDX. Mondays at 7:00 pm, meet up at Abernathy Elementary School.
• Fair Weather Ride: only for nice days! Tuesday, May 26th at 6:30 pm, meet at Ankeny Rainbow Plaza. A chill ride for fair weather folks.
• Ice Cream Bike Bus: join this after-school ride through District 3 neighborhoods that ends at 50 Licks on Clinton! Wednesday, June 3rd at 2:30 pm

Saturday, June 20th: Congratulations to the Kernside Business Association for putting together the first ever Kernside Street Fair. This event promises to be one for the books with live music, great food, a bouncy castle for the kids, art installations, and over 100+ vendors.
