Dear Neighbors,
Here’s a look at what we’ve been working on across District 1, uplifting community voices, supporting local entrepreneurs, and creating space for meaningful connection.
– Councilor Loretta Smith Portland City Council – District 1
Take Action: Your Voice Matters
Over the weekend, I joined Councilor Elana Pirtle-Guiney and City Administrator Lee to hear directly from the community, voices that too often go unheard. Districts 1 and 2 remain underinvested, and your input matters.
During our Joint Budget Listening Session, we heard strong concerns about housing and funding. Now it’s time to be part of the decision.
Join us Wednesday, April 15 from 6:00–9:00 PM for the City Council meeting and second reading of the Spring Technical Adjustment Ordinance.
We encourage you to testify, your voice matters. If you need help signing up, we’re here to support you.

From Councilor Smith’s Desk: Investing in Our Streets, let’s Talk Transportation Utility Fee
I’ve heard from many of you, I understand the concerns. You don’t want another fee, and I get that. The struggle is real.
At the same time, District 1 is still facing major infrastructure gaps, sidewalks, safer streets, and basic improvements we’ve gone too long without.
The TUF (Transportation Utility Fee) could generate $22–$46 million annually to support this work, alongside the $50 million investment through SIPP.
What are your thoughts on theTUF? We want to hear from you. 📩 councilor.smith@portlandoregon.gov
The TUF returns to the Finance & Governance Committee of the Whole on the 15th for a vote.

Housing Housing Housing: Welcome Home Coalition
I met with leaders from Welcome Home Coalition to discuss how we allocate housing funds.
Their work is focused on real solutions, keeping people housed and expanding access to affordable housing.
I will continue fighting to ensure these investments reach the communities that need them most.

In the Community: Earth Day Ride
I joined PBOT’s Portland by Cycle team and BIKETOWN for a community bike ride through the Parkrose neighborhood as part of the City’s Earth in Motion Earth Day Celebration.
Events like this bring our community together while promoting sustainability, active transportation, and safer, more connected neighborhood

Division Midway Alliance Entrepreneurs in Action
I had the opportunity to join the Division Midway Alliance’s Entrepreneurs in Action event and share a few remarks on the power of entrepreneurship in East Portland.
I heard powerful stories of growth, resilience, and innovation. It is important to invest in culturally responsive, place-based economic development. Supporting our local entrepreneurs is essential to strengthening our community.

Standing with Workers: Carpenter Accountability
I stood alongside the North Coast Carpenters Union at City Hall as they called for fair pay and accountability on City-supported projects.
What we’ve heard from workers is clear, being underpaid or not paid at all is not confusion, it’s exploitation.
If public dollars are building Portland, workers must be paid fairly. I will continue pushing for accountability and real protections.
