Tomorrow night Portland City Council will hear the “Slow the Inflow” resolution, which is focused on funding eviction prevention and other types of rent assistance, affordable homeownership opportunities, and affordable housing development.
Public testimony is invited, and your voice matters! You can sign up to testify in person or submit written testimony. The resolution will be heard at around 7 p.m. tomorrow, Wednesday, January 21 in City Hall Chambers, 1221 SW 4th Ave.
Preventing eviction is the most cost-effective way to reduce homelessness and protect low-income renters. The data is clear and deeply concerning: In a 2025 study by the Welcome Home Coalition, 38% of people experiencing homelessness in our region said this was their first time being without housing, and the number of Black, Indigenous, and Latinx neighbors without housing has nearly doubled since 2023. Once again, our systems are failing to meet our racial justice commitments.
Over 90% of evictions in Multnomah County are due to missed rent payments, and more than 9 in 10 people experiencing homelessness say rent assistance is what they need to get and stay housed. At the same time, rent assistance is being slashed at the federal and state levels. That means we need to act now locally. More people are falling into homelessness in our community than are being placed into stable housing -- It’s unsustainable, and inhumane.
