Current traffic impacts

Altman Road/Lusted Road intersection through January 24, 2026: Local access only closure with one-way eastbound traffic outside work hours on Lusted Road and one-way northbound traffic outside work hours on Altman Road. Through traffic will be detoured to Oxbow Drive or Dodge Park Boulevard. Residents within the work zone on Lusted Road will have access from the west and residents within the work zone on Altman Road will have access from the north. Starting mid-week, workers will be installing temporary paving on Altman Road from the intersection to about 150 feet north.

Lusted Road (near county line) through May 1, 2026: Single-lane restriction with 24/7 temporary traffic signals to manage two-way traffic flow during installation of new water pipelines. Flagging may also be used during work hours.
There will also be restriping happening on Dodge Park Boulevard January 14 from just east of Altman Road to just east of Cottrell Road. This work is expected to take a half day and will involve a moving work zone controlled by flaggers.
Note the City of Sandy is installing a new water pipeline along the Bluff Road right-of-way, between Proctor and Hudson roads, that will help connect their existing water system to the filtration facility. This work is expected to be ongoing through May 1, 2026. Visit the City of Sandy project webpage for more information.
Upcoming traffic impacts

- Lusted Road (near intertie facility east of Altman Road/Lusted Road intersection) hard closure during installation of pipeline crossing under roadway—estimated May-early June, 2026
Note that Portland General Electric is planning utility work along Dodge Park Boulevard that will potentially start in March and involve single-lane traffic controls.
Other work happening the week of January 12
Staff will be at the project work sites during shift hours to perform various tasks. Work hours will be between 7 a.m. and 6 p.m., Monday through Saturday.

- Excavating raw water pipeline tunnels
- Installing new water pipeline under Lusted Road
- Ongoing stormwater management and erosion control
- Noise and vibration through February
Finished water pipeline site activities include:
- Delivering equipment and materials to the site
- Installing new water pipeline at the Altman Road/Lusted Road intersection and to the north and east of the intersection
- Completing temporary repaving at Altman Road/Lusted Road intersection
- Ongoing stormwater management and erosion control
- As needed street sweeping
Finished water intertie site activities include:
- Constructing intertie building located off Lusted Road
- Ongoing stormwater management and erosion control

Bull Run Filtration: neighbor update meeting (January 2026)
At the January 8 meeting, community members heard an update on pipeline and facility construction for the Bull Run Filtration projects. The meeting included discussion about traffic restrictions in the project area and construction methods for the pipeline tunnel excavation.

Bull Run Filtration: coffee with the contractor
The Water Bureau will host an informal drop-in session where Bull Run Filtration Project neighbors can chat with representatives of the facility and pipeline construction teams, ask questions, and hear about recent progress and upcoming work. There is no presentation, so stop in anytime between 9 and 10:30 a.m.
