Traffic impacts

Altman Road/Lusted Road intersection November 3-December 12: Local access only closure with one-way westbound traffic outside work hours on Lusted Road and one-way northbound traffic outside work hours on Altman Road. Through traffic will be detoured to Oxbow Drive or Dodge Park Boulevard. Residents on Altman Road will have access from the north and residents on Lusted Road will have access from the east. Note the Lusted Road traffic restrictions are planned to continue through May 15, 2026, during installation of new water pipelines on the north side of the right-of-way.

Lusted Road (near county line) November 3-19: Single-lane restriction with two-way flagging during work hours. Normal traffic flow will resume outside work hours. Note the Lusted Road traffic restrictions are planned to continue through May 1, 2026, during installation of new water pipelines. Starting November 20, 2025, temporary traffic signals will be in place to help manage two-way traffic flow.

Other work happening the week of November 3
Staff will be at the project work sites during shift hours to perform various tasks. Work hours will be between 7 a.m. and 6 p.m., Monday through Saturday.
Filtration facility site activities include:
Raw water tunnel/pipeline site activities include:
- Excavating raw water pipeline tunnel
- Preparing for pipeline installation under Lusted Road
- Occasional flagging near construction entrance
- Ongoing stormwater management and erosion control
Finished water pipeline site activities include:
- Installing tree protection fencing on the north side of Lusted Road, east of the Altman Road intersection
- Installing new water pipeline at the Altman Road/Lusted Road intersection and to the north and east of the intersection
- Installing new water pipeline in City easement between Lusted Road and Dodge Park Boulevard
- Ongoing stormwater management and erosion control
- As needed street sweeping
Finished water intertie site activities include:
- Installing shoring for intertie building located off Lusted Road
- Occasional flagging near construction entrance
- Ongoing stormwater management and erosion control

Bull Run Filtration: Coffee with the contractor
The Water Bureau will host an informal drop-in session where project neighbors can chat with representatives of the facility and pipeline construction teams, ask questions, and hear about recent progress and upcoming work. There won't be a formal presentation, so drop by any time between 9 and 10:30 pm.

The Bull Run Filtration Project will remove Cryptosporidium and other contaminants from the Bull Run water supply, producing cleaner, safer water for the one million people who use our water now and for future generations. The project is required by the federal Safe Drinking Water Act and must be in operation by September 30, 2027, through a bilateral compliance agreement with the Oregon Health Authority.
