Circling Back
As part of Portland Fire & Rescue's CHAT team, Kyle LaClair circles back to 911 callers to provide ongoing support that goes beyond what first responders can offer.

Kyle LaClair has responded to thousands of 911 calls in his career as a paramedic and saved many lives. Trauma, strokes, heart attacks, gunshot wounds, overdoses, he's been there. But one call that haunts him came from a man who had just been discharged from the emergency room at a local hospital. The caller had a prescription in hand, but didn't know where the nearest pharmacy was, had no way to get there, had no insurance and no money to pay for it. So he called 911 from the hospital parking lot.
Enter Community Health Assess and Treat (CHAT), a program run by Fire & Rescue Portland to meet the soaring number of non-emergency calls to 911. CHAT responders can tackle people's urgent medical issues without taking them to the hospital. This frees up firefighters to respond to life-and-death situations. CHAT responders can spend more time with callers and treat them on the scene. Better yet, CHAT also maintains an aftercare team who follow up on 911 callers to provide ongoing support – like help getting into stable housing or even picking up prescriptions.

Portland Bureau of Transportation (PBOT) crews work to keep city drains clear and prevent flooding. With over 58,000 drains in the city, we can’t get to them all. Be like the PBOT Platypus. Adopt a storm drain near you and help keep it clear of debris.
A three-judge panel of the U.S. Court of Appeals for the Ninth Circuit ruled that President Trump can deploy 200 Oregon National Guard troops to Portland. Mayor Keith Wilson and Gov. Kotek vowed to fight the order in court. Amid the continuing litigation, it remains unclear when the troops might be deployed. For updates check portland.gov/federal.

Grants and funding
The goal of the Home Water Leak Repair Program is to remove the financial burden of leak repairs from customers living with low incomes, helping them save water and money. The Portland Water Bureau is seeking a new grantee partner to help deliver services to homeowners living with low income.
Who's Eligible: Community-based nonprofits serving residents in Portland.
Application Deadline: October 27, 2025
The Bureau of Environmental Services awards Percent for Green grants to help fund green infrastructure projects that benefit watershed health and the community. Eligible projects must propose a green infrastructure or low-impact development method to manage stormwater. Projects that construct stormwater management facilities to meet Stormwater Management Manual development requirements are not eligible for grant funding.
Who's Eligible: Community groups, businesses, nonprofits, student groups, schools, faith organizations, neighborhood or business associations, government agencies, and service groups in Portland whose pre-applications have been approved.
Application Deadline: November 4, 2025 at 5 p.m.
The purpose of this program is to encourage civic engagement in under-supported communities and ethnic culturally specific communities with language appropriate communication that leads to further community involvement of people not usually included in decision making. Approximately $45,000 is available this funding cycle, for projects requests of up to $8,000 each.
Who's Eligible: Only nonprofit organizations, including fiscal sponsors, may apply.
Next Application Deadline: November 12, 2025 at 12:00 p.m.
Portland Children's Levy small grants: Applications are now open for three-year small grants to support key community services for children and families. Join us for info sessions Oct. 27 and 29.
Who’s Eligible: Nonprofit organizations must have annual revenues of $90,000 to $750,000 to apply.
Next Application Deadline: December 1, 2025 at 11:59 p.m. Applicants must register for WebGrants by November 14, 2025.

TANGLED UP IN GREEN. Heroic volunteers exult after pulling gargantuan piles of invasive ivy from Forest Park. Since 2011, Portland Parks & Recreation volunteers have removed nearly a quarter million square feet of ivy from Portland’s parks and natural areas. Along the way, they’ve spotted hawks, salamanders, hummingbirds, and other amazing wildlife. Volunteers have also worked with staff to remove trash from our beloved green spaces and plant new, beneficial, native vegetation. Don't Miss No Ivy Day on Saturday, October 25.
