Let me be explicitly clear: we did not ask for Federal troops in Portland, and they are not welcome here.
Our city is not a war zone, and Portlanders don’t need the Trump regime deploying troops against our neighbors exercising their basic constitutional right to protest. This move is an abuse of power and mis-use of the military.
I’m proud of our Attorney General and Governor for acting decisively and urgently to take this fight to court. Their lawsuit demonstrates that this Federal overreach is clearly unconstitutional, has no basis in law, and has no place in Oregon. I also stand with Mayor Wilson and my City Council colleagues in our unequivocal defense of the people of Portland and the city we serve.
This is not about safety. It is about fear, power, and control. These politically motivated attacks against our immigrant communities and neighbors violate our right to govern ourselves. We would welcome Federal investments in housing, infrastructure, and real community safety. But we don’t need troops in our streets, intimidating our neighborhoods, and acting outside their constitutional authority.
Portland is our beautiful home, not a war zone. We will not be divided and we are strongest when we stand peacefully together and affirm our values, no matter our background and origin. I’ll continue standing with you, and with leaders across our City and State, in defending our right to speech, our right to assemble, and our right to self-governance.
I’ve put together some resources below to help us and our communities navigate these uncertain times.

If you see individuals wearing militarized equipment but without clear identification of their law enforcement agency on either their uniforms, equipment, or vehicles apprehending citizens, call 911.
Be CLEAR when reporting ICE activity (the below is an example only):

You are always welcome to exercise your right to peacefully protest, show up, and be passionate in Portland. If you choose to attend a protest:
- Be safe, be aware, be peaceful.
- At this time, try to avoid stepping onto Federal property, including the ICE facility, courthouse, or Federal office buildings.
- Take public transit or walk.
- If you can, leave your phone at home.
- If you can’t, set a security password for unlocking your phone rather than fingerprint or face ID.
- Share your location with a loved one.
Check in on your neighbors, your friends, and your family members. Talk to the children in your life, and help them feel as grounded and safe as you can. Lend a hand. Volunteer. Organize a local show of support. Take deep breaths, and focus on what you can control. It’s our beautiful home. And it’s worth standing up for.
