Traffic impacts

Altman Road (between Pipeline Road and Oxbow Drive) through mid-October: Road closure Monday through Saturday during work hours with signed detours for through traffic to use Oxbow Drive or Lusted Road. School buses and emergency vehicles will be flagged through the work area as needed. Flaggers will provide local residents access from Lusted Road. Outside of work hours, the road will be open to one-way northbound-only traffic.
Dodge Park Boulevard (east of Cottrell Road to east of Altman Road) through end of October: Flagged two-way traffic Monday through Saturday to install new water pipeline in the public right-of-way on the south side of the road. Normal traffic will resume outside of work hours.

What to expect:

Flaggers and temporary traffic controls to direct traffic
Surveyors working in the public right-of-way
Local and emergency access will be maintained

3. Cottrell Road south of Dodge Park Boulevard: We're aware of the uneven road surface (a dip) on Cottrell Road between Dodge Park Boulevard and Bluff Road. We're planning to repave the road in mid-September. Signs with lights have been added to alert drivers in the interim. Please use caution when driving through this section of the road. Cottrell Road north of Lusted Road will resume being used as a haul route.

Other work happening the week of August 25

Staff will be at the project work sites during shift hours to perform various tasks. Work hours will be between 7 a.m. and 6 p.m., Monday through Saturday.

Filtration facility site activities include:

Increased construction truck traffic traveling to and from the site
Off-hauling soils to permitted locations using approved haul routes, including to a location off Lusted Road near Cottrell Road
Delivering equipment, large piping, aggregate, and other materials to the site
Installing concrete for process building slabs, buried pipelines, and electrical ductbanks
Excavating and grading for non-process buildings
Excavating and preparing subgrade for overflow pond concrete installation
Installing and encasing underdrain piping for process buildings
Installing large-diameter piping and completing rebar formwork and initial concrete pours for process areas
Ongoing stormwater management and erosion control
As needed street sweeping
Ongoing 24/7 site security
Excavating finished water pipeline connection on City property north of Carpenter Lane

Finished water pipeline site activities include:

Installing new water pipeline in public right-of-way along south side of Dodge Park Boulevard
Ongoing stormwater management and erosion control
As needed street sweeping

Finished water intertie site activities include:

Remobilizing construction equipment
Ongoing stormwater management and erosion control

Raw water tunnel/pipeline site activities include:

Surveyors working along Lusted Road near the county line
Delivering equipment and materials to the site
Excavating raw water pipeline portal
Ongoing stormwater management and erosion control

Bull Run Filtration: neighbor update meeting (August 2025)

At the August 13 meeting, community members heard an update on pipeline and facility construction progress and planned activities. The team also discussed traffic management and safety steps in the project area and upcoming road and lane closures while new pipelines are being installed in the right-of-way.

Bull Run Filtration: coffee with the contractor

The Water Bureau will host an informal drop-in session where project neighbors can chat with representatives of the construction teams, ask questions, and hear about recent progress and upcoming work. There is no presentation, so stop in anytime between 9 and 10:30 a.m.

About this project

The Bull Run Filtration Project will remove Cryptosporidium and other contaminants from the Bull Run water supply, producing cleaner, safer water for the one million people who use our water now and for future generations. The project is required by the federal Safe Drinking Water Act and must be in operation by September 30, 2027, through a bilateral compliance agreement with the Oregon Health Authority.
