Portland is expanding overnight shelters in 2025 with a strong community engagement plan focused on safety, cleanliness, and neighborhood support. Each site includes proactive City services and clear communication channels to ensure livability for all.
Mayor Keith Wilson consulted community partners before issuing the executive order, which requires adjustments to some policies and programs. He called for strength, creativity and determination to achieve outcomes consistent with the city’s values.
Albina Vision Trust has completed its first affordable housing development, bringing 94 units to the Eliot neighborhood, including 32 deeply affordable units for extremely low-income households. This project was funded by the Metro Housing Bond.
In spring 2025, the City of Portland convened a project advisory group to develop recommendations for the future of the Veterans Memorials at the Veterans Memorial Coliseum (VMC). The group’s final report recommends relocating the granite honor roll walls to the main entry plaza in front of the VMC, dramatically increasing the memorials' visibility and accessibility while retaining their important connection to the building. Portland Parks & Recreation’s (PP&R) Urban Forestry division has developed an emerald ash borer (EAB) Response Plan to manage the arrival of this highly destructive tree pest. Though it has not yet been confirmed in Portland, infestations have already been found in nearby Clackamas, Marion, Yamhill, and Washington counties.

Grants and funding
Through its Small Grants Program, the Office of Arts & Culture's three grantmaking contractors distribute grants ranging from $500 to $5,000 to hundreds of individual artists and arts organizations. Arts & Culture's grantmaking contractors are Friends of IFCC, MusicOregon, and the Regional Arts & Culture Council (RACC).
Separately, Arts & Culture has a second grantmaking program called General Operating Support. That program provides direct, unrestricted grants to approximately 80 established nonprofit organizations each year that demonstrate artistic excellence, provide service to the community, show administrative and fiscal competence, and provide a range of high-quality art programs for the public. Organizations that receive General Operating Support are not eligible to apply for Small Grants Program funding.
This year, for fiscal year 2025-26, Arts & Culture provided $1,200,000 to be distributed via RACC for its Portland Arts Project Grants. Last year, for fiscal year 2024-25, the Arts & Culture provided RACC with the same amount, which was then awarded to 275 Portland-based grantees—185 individual artists and 90 arts organizations. Funds for this program are sourced from the City of Portland’s General Fund and Arts Access Fund, powered by the Arts Tax. Apply through Sept. 24.

The Revenue Division is recruiting for a Revenue Division Appeals Board (RDAB) position that is set to expire 12/31/2025. The RDAB is the last administrative appeals step for taxpayers who are protesting an adjustment made by the City of Portland Revenue Division for any tax administered by the Division. Members must bring an appropriate, demonstrable level of expertise in both accounting and tax regulation. Read more about the position and use this online application by September 1, 2025.
