The Civic Life Community Activities Fund program reimburses eligible volunteer-run organizations for community-building and civic engagement activity expenses.
Applications are open through May 30, 2025, or until funds are gone, whichever comes first. This is a reimbursement program for expenses incurred between July 1, 2024, and June 30, 2025.

Emeryn, an 8th grader at Riverdale Grade School, is a finalist in the state round of the State Civics Bee for her essay on protecting legacy residents in Portland’s neighborhoods. Emeryn wanted to discuss her ideas with City leaders and reached out for a meeting – something any resident can do through the City’s Contact an Elected Official webpage!
After requesting a meeting, Emeryn and her mom were able to meet with Donnie Oliveira, Deputy City Administrator for the Community & Economic Development service area. They discussed her essay topic, discussed how our City government works, and even explored City Hall!
Are you interested in speaking to a City official or sharing your thoughts on City services? A great place to start is the City’s Contact an Elected Official webpage! There, you can provide comment or feedback on a topic, contact a specific official, request a meeting with an official, or ask them to speak at an event. Those requests go directly to the office(s) you name and someone from that office will contact you about your request.
You can also reach out to the City or County by calling 3-1-1 or emailing 311@PortlandOregon.gov. PDX311 services are staffed seven days a week, 7 a.m.–8 p.m., excluding federal holidays, and staff are fluent in multiple languages. Learn more about contacting PDX 311.
All Portlanders, from our youngest learners to our cherished elders, should be able to connect with the City and feel represented by their government.

Civic Life has put together some tips for providing written and verbal testimony to City Council. See some tips below and check out Civic Life's Community Building Resources webpage for more helpful engagement resources.
- Introduce yourself and your topic
- Give your first and last name; identify how you are connected to the issue being discussed.
- Describe your testimony topic and make a specific request of decision-makers.
- Tell your story
- Tell how you have worked directly on, or been directly impacted by, the issue.
- Make a connection to between the impact of the issue and what services caused the issue.
- Tell why you are sharing your story and what you want the decision-makers to learn from it.
- Give suggestions
- Don't assume the decision-makers understand the issues and what to do about them.
- Explain the benefits of addressing the issue.
- Offer ideas for preventing negative experiences or increasing positive experiences.
- Know the rules and regulations about this issue and quote them to decision-makers.
- Wrap things up
- Restate your request for decision-makers to consider.
- Thank the members of the decision-making body for their time and consideration.

Neighborhood associations are one of the many ways people can participate in community gathering and advocacy. Meetings are open to the public and everyone is welcome.

Joining an advisory body is a way for Portlanders to lend their expertise and personal or professional experience to the City of Portland. Advisory body members work closely with community members and City of Portland liaisons to impact policies and programs.
