2023-2024 Annual Report & Video Released

Shelter Services has released their 2023-24 Annual Report highlighting the work being done by the City of Portland and site operating partners. Check out the Annual Report companion video, featuring the moving personal stories of participants and an inside look at the City’s alternative shelter model.

Moore Street and SAFES Overnight Emergency Shelters Open

In January, the City of Portland and Multnomah County teamed up to open 200 beds between the Salvation Army SAFES and Moore Street shelter sites.  Each site offers congregate space with a bed or a sleeping mat for those wanting to get off the streets. The beds were heavily utilized during extremely cold weather in February and both sites have continued to see high utilization since.

Shelter Services Data Dashboard Updated

Portland Solutions is pleased to announce that the Shelter Services Data Dashboard was updated to include data through FY24-25 Q2 (July 2022 - December 2024).The Shelter Services Data Dashboard reports on the program outcomes for all shelters overseen by the City of Portland’s Shelter Service team. Data in the dashboard is updated each quarter.  

Sunderland RV Safe Park Site Extended, Awaiting Budget Decision from Portland City Council

The City of Portland has announced the extension of the Sunderland RV Safe Park site through the end of June 2025. This extension reaffirms the City’s commitment to providing safer, more stable sheltering options for individuals experiencing homelessness. The site's extension will last through June 2025 awaiting a decision from Portland City Council on a budget package to be approved through the FY25-26 budget process.

Director Brocker-Knapp Receives Betsy Ames Leadership Award

Director Skyler Brocker-Knapp, Portland Solutions, was recognized for her leadership, vision, and embodiment of City of Portland values during an award ceremony hosted in Portland City Hall on Wednesday, March 19th.  Several speakers including Mayor Keith Wilson and former Mayor Ted Wheeler spoke highly of her skillfulness and tenacity in developing many of the City's alternative shelter sites.  Brocker-Knapp oversees all programs in Portland Solutions including the Impact Reduction Program, the Street Services Coordination Center, the Public Environment Management Office, and City Shelter Services.  The award is named in honor of Betsy Ames, a former senior policy analyst with the City of Portland, who passed in January 2019.

Volunteers Plant Trees at Reedway Village & North Portland Road Shelters

March has brought site improvements to several City of Portland shelter sites including foliage and additional trees. Volunteers donated their time and energy to plant 53 trees between the North Portland Road and Reedway Village sites.  An additional 33 trees will be added to the North Portland Road site in late March.

Peninsula Crossing Staff Highlight Work

Since opening in May 2023, Peninsula Crossing Safe Rest Village has provided Portlanders in need with a pathway from homelessness to permanent housing. Operated by Urban Alchemy, the site offers 60 tiny-home sleeping pods and compassionate support to help residents regain stability. Urban Alchemy practitioners Toshio, Danny, David, and Ben collaborated on a new video highlighting daily life at Peninsula Crossing and the village's transformative role in the community.

City of Portland Requests Proposals for Temporary Shelter Operation Services

During February, the City of Portland invited submissions of proposals from qualified community-based organizations with proven experience in operating and managing temporary shelters for adults or others experiencing homelessness.  To answer the call of ending unsheltered homeless, the City sought proposals that were ready to meet the unique needs of individuals without shelter.  The requests for proposals closed on February 24, 2025.  A scoring of those proposals is ongoing.
