MONUMENT TO RESILIENCE
The Oregon Irish Famine Memorial Cross stands tall in the Mount Calvary Cemetery in the West Hills, honoring the millions of Irish who died or emigrated during the Great Famine of 1845-51. Carved by hand from Irish sandstone, it is a replica of a ninth-century Celtic cross in Offaly, Ireland and was commissioned by the Portland division of the Ancient Order of Hibernians. this week.

What day is trash day? The storm blew a tree down on my street. I’m worried about my elderly neighbor. How do I pay this parking ticket? My bike got stolen. Who ya gonna call? PDX 311. Portlanders have a lot of questions. Folks like Tiffany Carlson are there to help. Tiffany and her team answer 311 calls from 7 a.m. to 8 p.m., seven days a week, excluding federal holidays.

What type of calls do you handle? Some people have questions, like, “How do I get a parking permit for my neighborhood?” Others want to report an issue, such as tents on the sidewalk or vehicles where someone appears to be living—they ask us to check in on those individuals. We also help people in need.For example, we frequently talk to unhoused individuals looking for shelter and connect them with outreach workers. And then there are the callers who start with, “I don’t know if I’m calling the right number, but…” — and in my mind, I always think, This is the right number! Because when you’re not sure where to start, we’re a great place to begin.
What about callers who aren't comfortable in English? We have several call takers who speak Spanish, Japanese, Chinese, Romanian and Tagalog. We can easily get a translator for any one of about 50 languages or dialects.
What’s the difference between 911, 311, and 211? 911 is for emergencies. 311 is for government services. And 211 is for community and social services, like food or shelter or basic needs or finding childcare. If you’re not sure which one to call, 311 can help with that, too — give us a call!
Do you get calls from people who are upset? How do you deal with that? Active listening is an important skill. Some folks just want to be heard. I let them know that I hear them and I understand why they feel how they do. Empathy is important, too. But I also need to stay a little emotionally disconnected because I can’t feel everything all the time. Sometimes you just need a minute after a difficult call. We have great leadership team that supports us taking care of ourselves.

We encourage applications from students who are Black, Indigenous, people of color, female, non-binary, immigrants, or refugees. EAGLE caddies also get a chance to qualify for a full scholarship to the University of Oregon.

Portland Street Response dispatches teams of paramedics and crisis workers to help people in mental and behavioral crisis. The program now offers more services to assist folks in more situations.
Some 58 people were killed in traffic crashes on Portland streets last year, down 16 percent from a record high in 2023 and the lowest count since 2020. Deaths are still higher than they were before the pandemic.
Portland Mayor Keith Wilson and Governor Tina Kotek kicked off the first meeting of a workgroup exploring how Oregon and Portland can build more multifamily housing.
The Office of Arts & Culture teamed up with the Regional Arts & Culture Council to award 275 local artists and arts groups $1.2 million in grants.
The Williams & Russell project will bring new life to a block in the Albina neighborhood that was once a center of Portland's Black community. The project includes 85 apartments, 20 townhomes, a business hub and a plaza, all to open in 2027.
Portland has a fund to help neighborhoods deal with the impact of the Portland International Raceway, but during the COVID-19 pandemic program activity was halted. The auditor recommends that the City resume the stalled grants.
Portland welcomed the Western Regional Conference of the Association of Public-Safety Communications Officials, supported by the Bureau of Emergency Communications.
This year, taxpayers can use any of 11 tax preparation software packages (like TurboTax, Intuit, etc.) to file local income tax returns. You can file for free on Portland Revenue Online; we also accept paper returns.

A love letter to Portlanders for supporting the Arts Tax, the HeART of Portland is an annual visual arts exhibition representing K-12 student artworks from across the city. This year’s exhibition will feature 100+ student works highlighting the diversity of arts offerings across Portland Public Schools. As part of the exhibition’s opening and closing celebrations, on April 16 and 27, students will participate in dance, music, and theater performances. Since 1985, the Oregon Commission for Women’s Women of Achievement awards has recognized and honored women who, through their works and practices, have significantly improved the lives of women in Oregon. At the 40th Anniversary celebration in Salem, Office of Community and Civic Life Immigrant & Refugee Program Coordinator Wafa Almaktari (pictured on the right) was honored with the Emerging Leader Award. Her advocacy and hard work has helped provide important services to our immigrant and refugee neighbors and build a stronger, more welcoming Portland. Past Women of Achievement awardees include former Portland mayor Vera Katz and renowned author Ursula K. LeGuin. Congratulations Wafa!
