Thank you for your questions and the pressure and encouragement you’ve directed toward City Council, Mayor Keith Wilson, and Deputy City Administrators for transparency and accountability on Zenith Energy. Last week, I shared a copy of the Zenith resolution that reflects the support of Councilor Dunphy, Councilor Koyama Lane, and Councilor Morillo. We pushed hard to make the case that the resolution should be included in the Council Meeting agenda tonight, but we’ve now been routed to bring our proposal to the Transportation and Infrastructure committee on March 10th. The committee will discuss the contents of the resolution and could refer it to the next Council Meeting. As Councilor Morillo said on Bluesky, we’re moving full steam ahead. I recently had the opportunity to join Senator Khanh Pham (OR SD-23) at an event with Portland: Neighbors Welcome to share my enthusiasm and support for Senate Bill 684 Construction Revolving Fund for fast tracking mixed-income public development. I’m optimistic that SB 684, sponsored by Pham, will be successful this session because creating a revolving loan fund is a vital and viable solution for lowering barriers to construct mixed-income housing. In Oregon, we’ve underproduced housing, and these low-interest short-term loans can make it easier for developers to construct homes. Oregon Housing and Community Services would establish a program to issue these loans to developers. A revolving loan fund would create direct benefits for Portland and future mixed-income development and social housing. I invite you to follow SB 684 and Senator Pham’s legislative agenda.
