 Portland's First Engagement Officer
Civic Life is excited to announce the City’s first ever Engagement Officer, Amanda Garcia-Snell.
The purpose of this new role is to update and organize community engagement efforts, processes, and systems across all service areas. The engagement officer will lead efforts to design citywide engagement practices and procedures, convene and lead a Citywide engagement team, develop and implement the City’s equitable engagement strategy, build relationships with community engagement leaders, and more.
The Engagement Officer also leads the Office of Community & Civic Life.
Garcia-Snell started in the role on January 31, 2025. She is coming from her role as the Community Engagement Manager and Temporary Deputy Chief Equity and Inclusion Officer at Washington County. In that role, she managed community engagement efforts including developing and implementing complex programs, policies, and practices to improve engagement, collaboration and equity-centered outcomes,
Civic Life is excited for this new chapter and for improved community experiences and participation with their local government.

In January, the Auditor’s Office released a report which found evidence of waste and inefficiency in the Office of Community and Civic Life’s handling of a grant non-compliance issue.
Overall, Civic Life agrees with the recommendations of this report and has taken the following steps to address the issues outlined in the Auditor's report:
- Confirmed that all Civic Life staff with a Procurement Card have gone through the required training and are in compliance.
- In September 2024, Council passed the Outgoing Grants Administration Policy to policy increase Citywide coordination, tracking and monitoring of grants. The Grants Management Division is the lead on developing procedures for addressing grantee non-compliance and dispute resolution. Civic Life will work closely with the Grants Management Division to implement these new procedures.
Civic Life is encouraged that with the new form of government we have more opportunities to improve coordination and address areas of inefficiency and will take further action, as necessary.

Neighborhood Association Meetings |

Neighborhood associations are one of the many ways people can participate in community gathering and advocacy. Meetings are open to the public and everyone is welcome.

Joining an advisory body is a way for Portlanders to lend their expertise and personal or professional experience to the City of Portland. Advisory body members work closely with community members and City of Portland liaisons to impact policies and programs.
