Dear Neighbors, Friends and District 4 residents:
Happy New Year! Thanks to all of you for your support and best wishes.
I was officially sworn in December 19 at a beautiful ceremony at the Newmark Theatre. I moved into my office in the renovated City Hall on January 1st, 2025. At our first City Council meeting on January 2nd, 2025, I was honored to be nominated for President of the City Council. However, after several 6-6 votes, my supporters and I cast our votes for a compromise candidate: Councilor Elana Pirtle-Guiney, District 2.

Since the certification of the November election results, the newly elected Councilors have attended multiple “on-boarding” sessions meant to prepare us for office. We have learned about everything from ethics laws to record-keeping. These educational sessions will continue over the next couple of months. During a tour of the City Archives, I took this photo of the handwritten minutes of the very first Portland City Council meeting of April 14, 1851. I realized that we are at a pivotal point in Portland’s history. |
This week council voted to establish our new legislative committees and membership. I'm excited to announce that I will Chair the Transportation and Infrastructure Committee and be a member of the both the Arts and Economy Committee and the Governance Committee. There is a lot of important work ahead of us and please stay tuned for an updated schedule for all committees.
Please visit this page for up to date council agendas and committee information.
I’m proud to be part of the inaugural class that will change the form of government that Portland has lived with for over 100 years. It is a huge change for all of us including the 7000+ city employees. The responsibility and obligations we hold as elected officials becomes clearer every day. I am confident that moving to this new form of government will provide efficiencies and cooperation between city bureaus move our city toward more collaboration.
Please do not hesitate to contact me with your questions or concerns at my City Hall email address: Councilor.Clark@portlandoregon.gov Also, my staff, Megan Beyer, is here to help and can be reached at Megan.e.beyer@portlandoregon.gov.
We will be scheduling office hours in the different parts of District 4 where I would be happy to see you! I am also looking forward to attending as many neighborhood association meetings as my schedule allows (District 4 has 33 neighborhood associations! We are rich in citizen involvement.)
Here’s to a great 2025, a time of change and promise,
Olivia Clark
