We hope everyone had a safe and joyful holiday! As December kicks off, look for ongoing traffic controls where work is happening in the public right-of-way of Altman Road (near the intersection with Pipeline Road), Lusted Road (between the Water Bureau's intertie site and Altman Road), and Dodge Park Boulevard (near the Water Bureau's pipeline site on the north side of the road).
Work in Lusted Road will continue for a couple of weeks as crews work east to west installing new Pleasant Home Water District water lines in the south side of the right-of-way. Work to install the new water lines in the intersection of Altman Road and Lusted Road is currently expected mid-month, followed by similar work in the Altman Road right-of-way.
Single-lane closures and traffic controls include:

Altman Road (near the intersection with Pipeline Road): Single-lane closures with flagged two-way traffic on Altman Road near Pipeline Road while crews finish potholing to confirm locations of existing underground utilities. This work is expected to wrap up early in the week.

Lusted Road (between Hosner Road and Altman Road): Single-lane closures with flagged one-way westbound traffic in the open lane while crews install new water lines on the south side of Lusted Road between the intertie site and Altman Road intersection. Eastbound traffic will be detoured to Oxbow Drive or Dodge Park Boulevard--school buses and farm traffic will be flagged through west to east as needed. This work is anticipated to take about two weeks.

Dodge Park Boulevard (east of Altman Road): Single-lane closures with flagged two-way traffic in the open lane to allow for pipeline site access road construction on the north side of Dodge Park Boulevard.
What to expect:
- Signage and temporary traffic controls to direct traffic
- Local and emergency access will be maintained
- Flaggers will prioritize school buses and farm traffic
- Normal traffic flow will resume outside of shift hours
Note: A temporary full closure of the Altman Road/Lusted Road intersection is planned between December 16 and January 3. Detours for through traffic will be signed and the intersection will be open to regular traffic outside of shift hours. Additional information will be shared as available.
Construction activity for week beginning December 2, 2024
Construction work hours will be between 7 a.m. and 6 p.m., Monday through Saturday. Deliveries and work to prepare or secure the sites for the day may occur outside of these hours.
Work at the filtration facility site includes:

Work at the finished water pipeline site on Carpenter Lane includes:
- Installing caisson launch shaft for pipeline
What to expect:
- Increased traffic near the site
- Construction noise and vibration near the site
Work at the raw water pipeline/tunnel site on Lusted Road near the Clackamas/Multnomah county line includes:
- Mobilizing equipment to site
- Installing fencing and temporary utilities
- Assembling temporary construction office trailers and storage
- Preparing for tunnel construction, including installing soldier piles
What to expect:
- Increased traffic near the site
- Flaggers for traffic safety when vehicles are entering and exiting the site
- Construction noise and vibration near the site
- Street sweeper operating on Lusted Road
Work at the finished water intertie site and in the City-owned easement east of Altman Road between Lusted Road and Dodge Park Boulevard includes:
- Mobilizing equipment to site
- Installing fencing and temporary utilities
- Stripping and stockpiling topsoil from work area
- Building work site access road, including grading and rocking
What to expect:
- Increased traffic near the site
- Flaggers for traffic safety when vehicles are entering and exiting the site
- Construction noise and vibration near the site
- Street sweeper operating on Lusted Road

Bull Run Filtration: Coffee with the Contractor
The Water Bureau will host an informal drop-in session where Bull Run Filtration Project neighbors can chat with representatives of the facility and pipeline construction teams, ask questions, and hear about recent progress and upcoming work. There is no presentation, so stop in anytime between 9-10:30 am.
