Crews are continuing work on Lusted Road, east of the Altman intersection, to prepare for upcoming pipeline construction. This includes clearing, grubbing, and widening Lusted Road within the existing public right-of-way.
Work is also ongoing on Carpenter Lane to improve the facility site access, including additional utility work needed prior to the final paving.
Single-lane closures and traffic controls include:
- Lusted Road - east of Altman Road
- Carpenter Lane - east of Cottrell Road (full closure Saturday, September 21)
- Cottrell Road - between Dodge Park Boulevard and Carpenter Lane
Construction activity for week beginning Sept. 23, 2024
Construction work hours for the week beginning September 23 will be between 7 a.m. and 6 p.m., Monday through Saturday. Deliveries and work to prepare or secure the sites for the day may occur outside of these hours.
Work at and near the filtration facility site includes:
- Ongoing utility work on Carpenter Lane (east of Cottrell Road) and on Cottrell Road (between Carpenter Lane and Dodge Park Boulevard)
- Site preparation for pipeline installation on City-owned property on north side of Carpenter Lane
- Delivering equipment and materials to the facility site
- Building temporary construction roads at the facility site
- Installing sheet piles to create an in-ground retaining wall at the facility site
- Excavating and grading with heavy machinery into the southeast stockpile area at the facility site
- Operating water trucks onsite for dust control
- Stabilizing soils, including use of tackifier, to keep soil and dust from leaving stockpiles
What to expect:
- 24-hour site security
- Increased traffic near the site
- Signage and flaggers directing traffic
- Construction noise and vibration near the site
- Light wetting of Carpenter Lane to keep dust down
- Street sweeper operating on Carpenter Lane
- Contractor will suspend activities to allow emergency access and local residents access to their property
Work at the raw water pipeline/tunnel site on Lusted Road near the Clackamas/Multnomah county line includes:
- Mobilizing construction equipment to site
- Clearing, grubbing, and tree removal
- Installing noise barrier wall at tunnel site
- Constructing work site access road
What to expect:
- Increased traffic near the site
- Flagging for traffic safety when vehicles are entering and exiting the site
- Construction noise and vibration near the site
- Street sweeper operating on Lusted Road
Work in public right-of-way along parts of Lusted and Altman roads includes:
- Survey along Altman Road
- Widening Lusted Road within the right-of-way
- PGE working clearance along Lusted Road

Bull Run Filtration: Neighbor Update Meeting
The Water Bureau will host an online community meeting to update neighbors on progress for Bull Run Filtration Project construction.

The Bull Run Filtration Project will remove Cryptosporidium and other contaminants from the Bull Run water supply, producing cleaner, safer water for the one million people who use our water now and for future generations. The project is required by the federal Safe Drinking Water Act and must be in operation by September 30, 2027, through a bilateral compliance agreement with the Oregon Health Authority.
