Final recommendations from the Government Transition Advisory Committee to Portland’s new city leaders are ready and waiting
The Government Transition Advisory Committee's final recommendations are based on 18 months of peer city research, engagement with internal and external audiences, and discussion.
The Government Transition Advisory Committee revised its previous draft recommendations based on community feedback. At their Sept. 11 meeting, the advisory body voted to advance final recommendations to City leaders of the new government.

Electing 12 new city councilors: An overview on multi-winner ranked-choice voting
Voters are asking questions to learn more about Portland’s new election method.
Nearly two years ago, voters passed three interconnected changes to Portland's form of government and election methods. Immediately after the November 2022 election, the City of Portland Elections Office partnered with the Multnomah County Elections Division to review, research and update the City of Portland’s election code language to align with voting best practices.

At a work session this month, the City Leadership Team provided updates on homelessness, livability, public safety and economic recovery.
Nearly four years ago, the Portland City Council established top priorities to meet the city’s needs: homelessness, livability, public safety and economic recovery. This month, the council convened a work session to hear how the City Leadership Team is advancing each of those priorities, reflect on the city’s progress and provide advice to the incoming council and administration in Portland’s new form of government.

About the City of Portland Charter Transition Project
In November 2022, Portland voters approved Ballot Measure 26-228 that directs the City of Portland to implement these three connected changes by Jan. 1, 2025:
- Allow voters to rank candidates in order of preference, using ranked-choice voting.
- Establish four geographic districts, with three city council members elected to represent each district – expanding city council to a total of 12 members.
- Establish a city council that focuses on setting policy and engaging with community, transitioning day-to-day oversight of bureaus to a mayor elected citywide and a professional city administrator.
