 Preparing Portlanders for ranked-choice voting
The City of Portland’s voter education efforts are in full swing! Here is a recap of our voter education events so far and a sneak peek of our future campaigns.

 Update on three community feedback surveys closing on Aug. 12 and Sept. 24
Offer recommendations to our future city council, inform the recruitment of Portland’s first city administrator and the first engagement officer on the City Leadership Team.

Multnomah County Elections Division completes nation’s first test hand count for multi-winner ranked-choice voting contests
Multnomah County Elections staff completed what’s believed to be the nation’s first-ever test hand recount of a multi-winner ranked-choice voting contest — another step in a lengthy series of preparations for Nov. 5, 2024, when the voting method makes its debut on Portland ballots.

 What Portlanders are asking about right now: The changing roles for the 2025 city council
Starting Jan. 1, 2025, city council will have new roles and responsibilities as the policy body for the City of Portland. They will convene public meetings, gather input, debate, and evaluate policy choices and adopt laws to reflect those choices.
After the November election, the City will welcome 12 new city councilors and a mayor. They will be supported with information about the new legislative and executive roles and how to navigate the City’s new organizational structure and the new legislative processes. Read on to learn about council committees and how you can engage with future elected leaders.

About the City of Portland Charter Transition Project
In November 2022, Portland voters approved Ballot Measure 26-228 that directs the City of Portland to implement these three connected changes by Jan. 1, 2025:
- Allow voters to rank candidates in order of preference, using ranked-choice voting.
- Establish four geographic districts, with three city council members elected to represent each district – expanding city council to a total of 12 members.
- Establish a city council that focuses on setting policy and engaging with community, transitioning day-to-day oversight of bureaus to a mayor elected citywide and a professional city administrator.
