Southeast 174th Avenue Sidewalk Project Construction Updates

Thank you for your interest in the Portland Bureau of Transportation's SE 174th Avenue Sidewalk Infill project. Below is an update on construction and anticipated impacts.


Full road closure on SE 174th Avenue between SE Stark
and Alder streets begins today 

Work continues on replacing storm water filtration tanks and pipes along the entire project area. Beginning today, Monday, April 15, planned replacement work requires a full road closure on SE 174th Avenue between SE Stark and Alder Streets. Detour routes will be marked.

What to expect

  • Full road closure on SE 174th Avenue between SE Stark and Alder streets from April 15-16
  • Northbound travel ONLY between SE Stark and Alder streets beginning Wednesday, April 17
  • East and westbound travel along SE Washington Court and SE Alder Street will be maintained

What's been happening? 

Since project work began on March 25, the contractor, Interlaken Inc., has been replacing five sump maintenance holes (sumps), and their sedimentation maintenance holes (seds) under the roadway along SE 174th Avenue. Seds and sumps work together to filter out garbage and pollutants from storm water. 

The week of April 15 they begin work on their fifth and final sed/sump.

What's coming up? 

On Wednesday, April 17, the contractor will start work installing the curb line for the pathway along 174th Avenue. They will begin at the north end near SE Stark Street and work south. This requires use of the southbound travel lane between SE Stark and Alder streets. Only northbound travel will be allowed beginning April 17. Southbound travel lane closures will follow the crews as they work towards the southern end of the project at SE Main Street. 

The planned schedule may be subject to change depending on any unforeseen circumstances.

Project Background

The Portland Bureau of Transportation (PBOT) identified this segment of SE 174th Avenue as an important connection for students and families attending Alder Elementary School in the Reynolds School District. Members of the school community here highlighted the challenges walking and biking this corridor during a 2017 Safe Routes to School outreach process.

This project was made possible by funding from the Oregon Department of Transportation (ODOT) Safe Routes to School Competitive Infrastructure Grant. Portland's Safe Routes to School program received $2 million in grant funding to support this project. 

PBOT is responsible for a 20% funding match, which was provided by the Fixing Our Streets 10-cent citywide gas tax approved by voters in May 2016 and again in May 2020. Safe Routes to School was allocated funding by Fixing Our Streets for school access improvements across Portland.
