SW Capitol Highway: Multnomah Village - West Portland Project Construction Update:

The City of Portland's contractor Landis & Landis Construction, LLC is continuing major construction work along SW Capitol Highway and surrounding areas. Construction began in June 2021 and will continue through early 2023. We appreciate everyone’s patience as we continue this large, impactful project in the middle of the neighborhood. Inclement weather, material shortages, and/or labor shortages could affect the schedule.

Work Planned for the Next 2 Weeks (August 8 - 19)

West side: Crews will continue installing the concrete multi-use path, curbs, ADA ramps, and driveway connections on the west side of SW Capitol Highway from SW Dolph Court to SW Marigold Street, and SW Alice Street to SW Collins Street. This results in private driveway closures as long as two weeks, as well as parking restrictions on the roadway. Here's what you can expect if you live in this area:
- Crews will provide written notice a few days before your property is impacted, to give you time to move any vehicles. A courtesy follow-up door knock may happen if vehicles are not moved by the morning of the work.
- Your driveway will be inaccessible to vehicles for as long as two weeks, as crews grade, install forms, pour concrete, let concrete cure, remove forms, and backfill.
- Vehicle parking will be available on the east side of SW Capitol Highway across from the work site, at all times. (Except for a few spots where materials are being stored).
- Outside of work hours, parking will be available on the west side of SW Capitol Highway between 6:30 am and 6:30 pm Monday through Friday, and at all times on the weekend. Look for "No Parking" signs to help indicate where and when parking can happen in your block.
- Driveway access will be reestablished for residents one week after driveways and curbs are poured to allow for concrete curing.
- Permanent driveway connections between the path and homes will follow later in the summer.
- Residents will have pedestrian access to their homes at all times.
- Waste haulers, school buses, and emergency vehicles will continue to have access, and residents will be able to bring garbage cans to the road for pick up.

East side: Beginning the week of August 15, crews will begin prep and installation of the concrete multi-use path, curbs, ADA ramps, and driveway connections on the east side of SW Capitol Highway from SW Alice to SW Brugger Streets, and SW Carson Street to SW Dolph Court. Similar to the west side work, this results in private driveway closures as long as two weeks, as well as parking restrictions on the roadway. Here's what you can expect if you live in this area:
- Crews will provide written notice a few days before your property is impacted, to give you time to move any vehicles. A courtesy follow-up door knock may happen if vehicles are not moved by the morning of the work.

Parking generally will not be allowed on SW Capitol Highway during the east side work; please park on side streets during work hours.

If you live on a side street (immediately east or west of SW Capitol Highway) please consider parking your car in your driveway (if you have one) to leave more street parking open for other neighborhood. Please do not be alarmed if you see unfamiliar vehicles parked for extended periods of time.

Outside of work hours, residents whose driveways are blocked by the work may be able to park in the closed lane on SW Capitol Highway between 6:30 pm and 6:30 am (Monday-Friday) and all day on the weekend, if space is available and there are no “No Parking” signs.
- Crews will begin pouring concrete for the ADA ramp installations at SW 40th Avenue and SW Multnomah Boulevard.
- Crews will continue prepping and pouring concrete for the curbs on SW 42nd Avenue south of SW Alice Street
- Paving and grading will begin on the west side of SW Capitol Highway, from SW Carson Street to SW Dolph Court and SW 42nd Avenue.
- Crews will continue installing concrete stairs at some of the retaining walls along SW Capitol Highway.
- The soldier pile concrete retaining walls on SW Capitol Highway between SW Alice and Primrose Streets should have their final concrete pours, followed by backfill and clean-up.
- PGE crews will remove and install poles at the Multnomah North stormwater facility, near the Post Office. This may continue into Sunday, August 14.
Traffic and Trail Impacts:
- Please continue to follow signage, observe all lane closures and directions by flaggers, and travel cautiously.

"Local access only" will continue on SW Capitol Highway during work hours. Waste haulers, school buses, and emergency vehicles will be let through in the northbound direction. Local traffic allowed through during work hours will face delays and detours throughout the corridor.
- The southbound detour that has been in place since August 2021 will remain unchanged.
Looking Ahead
- Concrete sidewalk, bikeway, multi-use path, ADA ramp, and driveway construction on SW Capitol Highway will continue through the summer. As indicated above, work will transition from the west side to the east side in mid-August.
- The SW Capitol Highway roadway north of SW Marigold Street will be demolished and rebuilt in phases through the summer. This work will be loud and cause vibrations due to the use of jackhammers and compactors.

The overall project schedule is now likely to extend into spring 2023. However, work in 2023 is anticipated to be less impactful, focusing on landscaping, final paving, and installation of signage and striping. The southbound detour is likely to be extended through March 2023. A more precise schedule will be available in the fall.
Work Over the Past Two Weeks (July 25 - August 5)
- The construction crew continued installing the concrete multi-use path, curbs, ADA ramps, and driveway connections on the west side of SW Capitol Highway. The path is more than halfway complete on the west side.
- Portland Water Bureau completed water line connections from SW Dolph Court to SW Marigold Street.
- Crews finished pipe work at the Multnomah North stormwater facility.
- Crews continued installing shorter “curb walls” in a few locations along SW Capitol Highway.
