PBOT partners with Hacienda CDC to build secure bike parking for community residents

(Feb. 8, 2022) Lockable, enclosed, and accessible bike parking is often the missing link for many Portlanders needing a low-cost form of transportation and recreation. Now, thanks to a pilot project by the Portland Bureau of Transportation, Hacienda Community Development Corporation (CDC), and Andando en Biciletas y Caminando (ABC), residents at several Hacienda communities have secure parking for their bicycles.
PBOT worked with Hacienda CDC residents and Andando en Biciletas y Caminando members to identify bike parking barriers as part of the 2019 bicycle parking code update project and accompanying changes to the zoning code (33.266). The code outlines the standards for bicycle parking for new apartment buildings. While the code update resulted in increased bike parking accessibility for new and redeveloped buildings, bike parking for existing apartment dwellers - including PBOT’s partners at Hacienda - was still a major need.
Through PBOT’s Quick Build program, PBOT piloted bike parking retrofits at several Hacienda communities. With a project budget of $31,000, PBOT constructed eight new large, weather-protected family-sized bike lockers and three bike shelters upgraded with lockable fences to reduce bicycle theft. In total, 54 new secure bike parking spots were installed for community use.

PBOT is using this pilot to understand what is possible when retrofitting an existing building with lockable and enclosed bike parking that are essential for supporting people using bikes, while still balancing the potential hurdles of implementation for building owners. Supporting mobility by bike is part of PBOT’s strategic plan to reduce carbon emissions and support a balanced transportation system.

Residents, Hacienda CDC staff and the Community Cycling Center began working together on bicycle issues over a decade ago. Hacienda CDC is a Latino Community Development Corporation that strengthens families by providing affordable housing, homeownership support, economic advancement and educational opportunities. Andando en Biciletas y Caminando (which means “Riding your Bike and Walking Around” in Spanish) was founded over ten years ago by Latinx community members to unite the community with activities and events to spread awareness about the benefits of cycling. ABC also works to inform and support the community regarding pedestrian and cycling safety, and infrastructure issues.
