An update on Community Event permits

Hello Past Community Event permit holders! 

As you may be aware, on June 30 all Covid-19 restrictions were lifted by Governor Kate Brown. With those restrictions removed, we are now opening applications for community events in Portland.   We have had several inquiries about community event permits, please review the answers below:  

  • All community event applications will need to go through our Healthy Businesses Permit application portal. The good news is that the process has been simplified quite a bit. 
  • Fees will be waved for events taking place before November 1, 2021.
  • You will still need to apply for any applicable permits through the Fire Marshal’s Office, OLCC, Noise, etc. A list of other agencies and permit needs can be found on the Healthy Businesses website 
  • If there is an existing Healthy Businesses installation on the block you are proposing to close – you will need to coordinate with them. Click here for a map of permitted Healthy Businesses installations 
  • All events are still required to be open to the public. Permits are not available to promote a specific political candidate or ballot measure. 
  • We are not requiring signatures from affected properties, but you will need to notify all affected properties and gather consent. We will provide you with a sample notification flyer and a notification tracking form – both will need to be turned in during the application process. 
  • We will need a detailed site plan showing what will be placed in the space – you will need to provide an unobstructed 11’ emergency clearance lane. There are no exceptions. 
  • We also require insurance for all events. Visit the Insurance and Bond Requirements for permits in the public right-of-way website for detailed instructions.  
  • You must follow all guidelines from the Oregon Health Authority:   https://govstatus.egov.com/OR-OHA-COVID-19 and Multnomah County: https://multco.us/novel-coronavirus-covid-19
