Action needed: Annual Social Security Section 218 reporting

It is time to report your 2025 Social Security Section 218 information. The state Social Security administrator requires the information to accurately calculate your Social Security administrative fee for the 2027-28 year.

How to report

  1. Click this link to open the reporting form: 2027-2028 Oregon State Social Security Administration Fee Form.
  2. Fill it out and save it to your computer.
  3. Click this email address to open an email addressed to the state Social Security administrator: oregon.socialsecurityprogram@pers.oregon.gov
  4. Attach your completed form to the email and send it by April 30, 2026.

What is the Social Security administrative fee?

Oregon public agencies must pay a fee to help cover some of the cost of administering Social Security coverage to Section 218 employees. The fees (charged on a prorated basis to each agency) are deposited into the state’s Social Security Revolving Account and used by the Public Employees Retirement Board of Trustees to administer Social Security coverage.

How to submit the fee

Non-PERS-participating employers

PERS-participating employers

Your Social Security fee invoice is emailed to you in the second quarter of each year.

To pay your invoice, mail a check made out to “Social Security Administrator” to:

Oregon PERS
Data Services
Attn: State Social Security Program
PO Box 23700
Tigard, OR
97218-3700

The Social Security fee invoice appears on your EDX statement between June and July each year. The invoice is not clickable because the invoice is manually generated outside of the PERS reporting system.

You can pay the invoice along with your remittance statement through Automated Clearing House (ACH).

Why is the fee collected by PERS?

The Section 218 program for the state of Oregon is administered by PERS. However, the program is not connected to PERS services nor benefits. Not all Section 218 employers participate in PERS.
