Director’s Office update

Milliman’s latest actuarial valuation report shows the need for an employer rate increase in July 2025. For more details, see page 85 of the July 26, 2024, PERS Board Meeting packet, posted on the PERS website.

Legislative update

House Bill 4045 (2024) has three components:

1. Addition of three positions to Police and Firefighter job class.

2. Reduction of retirement age for certain Oregon Public Service Retirement Plan (OPSRP) Police and Firefighter members.

3. Creation of a new job class called Hazardous Position.

In anticipation of implementation in 2025, PERS created a new webpage for frequently asked questions about Hazardous Position job classification. It was created for members, so there may be some information that doesn’t apply to employers.

PERS potential bills for 2025 legislative session: Alignment and clean-up of death benefits and employer reporting, PHIP subsidy increase, and suggestion for use of funds in the School District Unfunded Liability Fund.

Actuarial update

PERS Actuarial Team is planning a new cycle of the Employer Incentive Fund for 2025. Employers will receive more information in August. 

PERS Actuarial Team is proposing two methods for handling the expiration of side accounts at the end of 2027.
