The Oregon Department of Emergency Management (OEM) has been informed that several FEMA National Disaster and Emergency Management University (NDEMU) websites are temporarily unavailable due to the lapse in federal funding.

As of October 1, 2025, per FEMA:
“NOTICE: Due to the lapse in federal funding, this website will not be actively managed. This website was last updated on September 30, 2025, and will not be updated until after funding is enacted. As such, information on this website may not be up to date. Transactions submitted via this website might not be processed and we will not be able to respond to inquiries until after appropriations are enacted.”
Despite the uncertainty we are facing, the OEM Training Program will continue to support course deliveries at the same standards and practices as we have in place. Despite potential impacts such as students’ ability to register through NETC admissions and the distribution of certificates by FEMA, scheduled L-course deliveries will be delivered, given enrollment thresholds are met.
While OEM navigates the short and long-term effects of the current federal government shutdown, we will continue to support and provide trainings to the best of our capabilities. Administrative burdens of getting federal level courses certified will be the responsibility of the OEM training program.
