Comment on the Oregon Natural Hazards Mitigation Plan
The Oregon Department of Land Conservation and Development (DLCD) and the Department of Emergency Management (OEM) invite comments on a draft of the 2025 update to the Oregon Natural Hazards Mitigation Plan (NHMP). DLCD is hosting the comment period in two batches. The first batch is available now. While we ask for comments on each batch during the periods below, please provide all comments by March 20. Early comments on the risk assessment will help inform the mitigation goals and prioritized mitigation actions.

Risk Assessment: The draft risk assessment chapter uses the National Risk Index and a new Oregon Natural Hazards Risk Assessment methodology. DLCD worked with the staff of OEM, the Department of Geology and Mineral Industries, subject matter experts, representatives of Oregon federally recognized tribes, and others to develop a comprehensive risk assessment tool using a geographic database and mapping platform. The risk assessment describes statewide risk and helps identify general areas where mitigation projects may be needed. It does not change the criteria or allocation formulas for the various grant programs that fund mitigation projects.

Wildfire Hazard Regulations: The risk assessment and maps are not regulatory. The Oregon Department of Forestry and Oregon State University developed a statewide wildfire hazard map as required by the Oregon Legislature for use in building codes, defensible space requirements, and grant programs.
