August 30th is the last day to
renew your nursery license without penalty.
Renewals dated after the 30th will be assessed an additional 30% penalty fee.
Payment options
You can renew your license online through September (link to online renewal).
Or, you can renew using the paper form and either physically mail it to the ODA Licensing Office or come to our Salem Office with your payment. The mailing address is listed on the form.
Your fee is based on either gross sales of nursery stock (both grower licenses), gross purchases of nursery stock (dealer license), or acreage (Christmas tree growers). Nursery stock is living plant material only, do not include the value of soil, cut flowers, or other non-living material that you sold or purchased in your estimate. Please use the online calculator below to calculate your license fee. Late fees are incurred for license renewals after August 30th. The late penalty fee is 30% of the base fee line in the calculator output.

The Salem Offices are open to the public. The agency has implemented a new visitor access policy to assure the safety and security of ODA employees and its visitors. Please enter the building through the west side entrance, the side with the parking lot, next to the Veterans building. Upon entering the lobby, please stop at the ODA reception desk which is located across the lobby. There you will sign in, state your business/who you are here to see and the receptionist will have the appropriate ODA staff member come to the lobby to help.

Need to change your license?
When you renew your license, you are allowed to make changes for the following: contact information, address, or business name. You are also welcome to ask for these changes by emailing mylicense-help@oda.oregon.gov
If you are a new owner or are changing the type of your Nursery license, you need to apply for a new license using the paper form and mailing in your payment. There are no penalties assessed with new licenses.
Want to cancel your license?
If you no longer need your license, please email Kara.Mills@oda.oregon.gov with your license information and your request to delete the license.
Summary of License Types:
Here is a quick summary of the different Nursery Licenses to help you figure out which one you need.

Greenhouse Grower. This license is appropriate for growing plants only in an indoor area such as a greenhouse, hothouse, or home.

Nursery Stock Growers & Collectors of Native Plants. This license is appropriate for growing outdoor plants, indoor plants, and wholesale activities.

Nursery Dealer / Florist / Landscaper. This license is for retailers that are only re-selling plants grown by other nurseries.

Temporary Nursery License. This is for non-profit organizations that are hosting a plant sale. These are valid for up to 7 days and cost $5.

Christmas Tree License. This is for Christmas tree growers.

Warning
If you are not sure if you should renew your license, be aware that license fees and penalties from previously unpaid years are cumulative. Please remember that if you sell more than $250 of living plant material (bulbs, bareroot, potted plants, etc.) within the timeframe of July 1st, 2023 through June 30th, 2024, you are required by Oregon Statute 571.005 to have an active nursery license.
