Good morning EI/ECSE Families:
As our program shifts to the next phase of reopening, we would like to provide all families served by the Early Intervention/Early Childhood Special Education program with more specific information about what our educational services will look like when we come back from spring break on April 5. We are grateful that COVID-19 case rates are dropping and our workforce has had the opportunity to get the vaccine, allowing us to safely provide more in-person services soon!
I’m providing a general overview of what the hybrid instruction phase will look like for Northwest Regional ESD’s EI/ECSE program:

Early Intervention (EI) home visits: At this time, we are not conducting home visits. Our services will remain primarily remote, but we may offer in-person visits outdoors or at one of our sites for the following reasons:
- no internet connection;
- our educators find that your child is not making progress virtually; and/or
- there are other complex needs identified by our educators.

Social Academic Intensive Learning (SAIL) classrooms: SAIL or intensive classrooms will start in-person on April 7. We will need to follow safety protocols outlined in the Oregon Department of Education’s Ready Schools, Safe Learners guidance. This means space constraints may prohibit us from bringing back all children at once. At sites where that is the case, we are using the following criteria to bring students back for hybrid services:
- no internet connection;
- our educators find that your child is not making progress virtually;
- there are other complex needs identified by our educators; and/or
- students transitioning to kindergarten.

Children served in community settings (Head Start, community preschools and child care centers, partnership preschools, school district-sponsored preschools, Oregon Child Development Coalition, etc.): We will follow the district or program’s instructional model and their health and safety protocols. Our staff who serve in these settings will be trained during the week of April 5-9 so we can begin offering in-person support where applicable starting April 12. Information about your instructional model is provided through your child’s preschool.

Early Childhood Special Education 2 hour/2 day a week preschool: For the remainder of this year, these services will remain virtual.

Early Childhood Special Education parent coaching: For the remainder of the year, most coaching sessions will continue to be virtual. In some instances we will offer in-person coaching outdoors or at one of our sites for the following reasons:
- no internet connection;
- our educators find that your child is not making progress virtually; and/or
- there are other complex needs identified by our educators.

Speech-language pathology classes, including articulation services: For the remainder of this year, these services will remain virtual.

A medida que nuestro programa pasa a la siguiente fase de reapertura, nos gustaría ofrecer a todas las familias que servimos en los programas de Intervención temprana/Educación Especial para la Primera Infancia información más específica sobre cómo serán nuestros servicios educativos cuando regresemos de las vacaciones de primavera el 5 de abril. ¡Agradecemos que las tasas de los casos de COVID-19 estén disminuyendo y que nuestro personal haya tenido la oportunidad de vacunarse, lo que nos permitirá prestar pronto más servicios en persona de forma segura!
A continuación, les presento una visión general de cómo será la fase de instrucción hibrida para los programas EI/ECSE del ESD para la Región del Noroeste.

Visitas domiciliarias de Intervención Temprana (EI): En este momento, no estamos realizando visitas domiciliarias. Nuestros servicios seguirán siendo principalmente a distancia, pero es posible que ofrezcamos visitas en persona al aire libre o en uno de nuestros centros por las siguientes razones:
- no hay conexión a internet
- nuestros educadores consideran que su hijo no está progresando virtualmente y/o
- nuestros educadores identifican que hay otras dificultades

Aulas de Aprendizaje Intensivo Académico Social (SAIL): Las aulas SAIL o intensivas comenzarán el 7 de abril en persona. Seguiremos las normas de los protocolos de seguridad indicadas en la guía de Escuelas Preparadas Estudiantes Seguros del Departamento de Educación de Oregón. Esto significa que las limitaciones de espacio pueden prohibirnos traer de regreso a todos los niños al mismo tiempo. En los sitios donde se da este caso, estamos usando los siguientes parámetros para que los alumnos regresen a recibir servicios híbridos:
- no hay conexión a internet
- nuestros educadores consideran que su hijo no está progresando virtualmente y/o
- nuestros educadores identifican que hay otras dificultades y/o
- los alumnos están en transición a Kindergarten

Niños que reciben servicios en entornos comunitarios (Head Start, centros preescolares comunitarios, guarderías, escuelas aliadas, centros preescolares patrocinados por el distrito escolar, Coalición de Desarrollo Infantil de Oregón, etc.): Seguiremos el modelo de instrucción y los protocolos de salud y seguridad del distrito o del programa. Nuestro personal que presta servicios en estos entornos recibirá formación durante la semana del 5 al 9 de abril para que podamos empezar a ofrecer apoyo en persona cuando corresponda a partir del 12 de abril. El centro preescolar de su hijo le proporciona la información sobre su modelo de instrucción.

Educación Especial Temprana Preescolar 2 horas/ 2 días a la semana: durante el resto del año, estos servicios seguirán siendo virtuales.

Capacitación para padres en Educación Especial Temprana: durante el resto del año, la mayoría de las sesiones de capacitación seguirán siendo virtuales. En algunos casos, ofreceremos capacitación en persona al aire libre o e uno de nuestros centros por las siguientes razones:
- no hay conexión a internet
- nuestros educadores consideran que su hijo no está progresando virtualmente y/o
- nuestros educadores identifican que hay otras dificultades

Clases de patología de lenguaje y dicción, incluyendo los servicios de articulación: durante el resto del año, estos servicios seguirán siendo virtuales.
