The City of Molalla announces City Council positions that will expire December 31, 2026; three Council seats, each with a four-year term. Terms expiring are Councilor Leota Childress, Councilor Terry Shankle, and appointed Councilor K.C. Bisenius. Candidacy may be declared by any City resident who is a registered voter and resident twelve consecutive months prior to the election.
Interested parties may file between June 3 – August 18, 2026. Interested parties are invited to schedule an appointment with the City’s Elections Officer at 503-759-0285 or email cteets@cityofmolalla.com with questions.

Per adopted City of Molalla Resolutions, the following rate schedule went into effect on July 1, 2026:

Water Base Rate: $16.35 for 3/4” meter*

Water Usage Rate: per 100 cubic feet of usage
> 0 - 500 cubic feet: $3.76
> 501 - 1000 cubic feet: $4.13
> Over 1000 cubic feet: $4.70

Sewer Base Rate: $65.11 per EDU**

Sewer Usage Rate: $6.45 per 100 cubic feet of average winter water usage

Storm Drain Rate: $5.06 per EDU** of Impervious Area

The Water treatment Plant received its new upgraded “Pump #2” for the Intake Pump Station. This will provide the pump station with full redundancy to be able to run at full capacity even when a pump is down for maintenance.
The Wastewater Treatment Plant Project has achieved another milestone with the pouring of the last effluent pad. Finishing concrete work continues throughout various process basins. Due to the extensive amount of concrete surface area, this work will take time to complete as crews perform detailed finishing necessary to ensure long-term durability and performance.
Leak testing of process basins is anticipated to begin within the next few weeks. Once testing is complete, installation of mechanical equipment will begin in earnest. Electrical crews continue installing conduit and wiring between control panels and process equipment throughout the facility. Progress is also being made in the blower room, where the new blowers are now being installed. With primary structures now complete, the project has transitioned into mechanical, electrical, and equipment installation phase, allowing multiple areas of the facility to advance simultaneously.
The biosolids processing contractor mobilized to the site last week and is currently staging equipment and preparing for processing operations. The City also received Department of Environmental Quality (DEQ) approval for a new biosolids land application site, with two additional sites anticipated to be approved. This approval will significantly reduce biosolids disposal costs associated with the current project while providing long-term operational savings.

MOLALLA UGB UPDATE
Keep up on the latest information regarding Molalla’s Urban Growth Boundary Expansion Project:
- A draft expansion proposal map, as well as the presentation from that meeting and a draft cost estimate report from the City’s engineer of record for the City’s proposed Urban Growth Boundary has been posted on the Urban Growth Boundary project page on the Molalla Current on the right panel Documents, Step 6 - UGB Land Studies. - The City will be considering information given at the public meeting and through the survey and taking a draft proposal to Planning Commission for hearing on September 2, 2026 and to City Council for adoption on September 23, 2026.
Community Safety Nuisances
Vehicles and outdoor stored items, including landscaping, must comply with Molalla Municipal Code. Under MMC 8.05.040(E), open storage of junk and similar is prohibited. This includes inoperable or partially dismantled vehicles, used or dismantled household appliances or furniture, and garbage, debris, rubbish, junk, or trash.
Under MMC 8.05.040(G), noxious vegetation is also prohibited. This includes blackberry bushes and vegetation that is likely to become a fire hazard, such as overgrown grass, yard debris, and dried weeds.
