August 2026 Economic and Revenue Forecast
Revenue Outlook
2025-27 Net General Fund revenue is $35.7 billion, up $55 million from the June 2026 forecast.
The 2025-27 General Fund net resources are now $37.9 billion, a $55 million decrease from the June 2026 forecast.
Lottery resources for the 2025-27 biennium is $1.9 billion, an increase of $4 million from the June 2026 forecast.
Reserve accounts as of June are $1.16 billion (Education Stability Fund) and $1.98 billion (Rainy Day Fund). The projected ending balances for the 2025-27 biennium are as follows: Education Stability Fund: $1.27 billion and Rainy Day Fund: $2.19 billion. The Rainy Day Fund is not projected to receive a transfer from the General Fund beginning balance, as the legislature declined to send dollars to the fund in the 2025 legislative session.
Kicker Outlook
There is no personal kicker projected for the 2027-29 biennium. No corporate tax revenue is projected to be dedicated to K-12 education spending in 2027-29.
OEA Economic Outlook
The overall economic forecast reflects a resilient economy nationally and in Oregon. Economic growth in the state has typically lagged national trends but looks to have largely caught up to the US.
Oregon’s unemployment rate is relatively stable, at 5.2%. This is a slight increase from the 4.7% unemployment rate shown in the March 2026 forecast. A “low hire-low fire” economy appears to remain the status quo.
Population growth is expected to have a slow positive increase in the future, averaging .4% through 2035.
OEA Corporate Activity Tax (CAT) Projections
Anticipated revenues for the current biennium (2025-27) are $2.98 billion, down $94.6 million from the June 2026 forecast. For 2027-29, projected revenue is now $3.42 billion, down $25.7 million from the June 2026 forecast.

Oregon CHIPS Act
Three years ago, Oregon took a major step to secure our place in the future of American manufacturing when the legislature passed Senate Bill 4, the Oregon CHIPS Act, with bipartisan support. The bill was our response to the federal CHIPS and Science Act, which included $52 billion for domestic semiconductor manufacturing but required states to build their own programs to help local companies access that funding. Oregon CHIPS answered that call with a $210 million investment, laying the foundation our state needed to compete for these once-in-a-generation federal dollars.
That investment went to work in several ways: $190 million went into the OR CHIPS Fund, which the Oregon Business Development Department (Business Oregon) uses to award grants and loans to companies pursuing federal semiconductor funding, covering things like site development, land acquisition, and partnerships with universities and workforce training programs. Another $10 million supported university research, and $10 million went to an Industrial Lands Loan Fund to help prepare sites for industrial development. The bill also required strong labor and accountability standards, including prevailing wage requirements on construction projects and revenue or job-creation benchmarks companies must meet to keep their funding.
Three years later, it's rewarding to see that investment translate into real activity across our state, as Oregon businesses put these tools to work: applying for federal support, expanding facilities, and building out the workforce partnerships this bill was designed to make possible. This is exactly the kind of long-term commitment our semiconductor industry needs, and I look forward to continuing to see it pay off for Oregon communities in the years ahead.
Out and About for Senate District 15
Lam Research Groundbreaking
Lam Research has officially broken ground on an expansion that will grow Oregon's semiconductor ecosystem, bringing local construction jobs, 400 new permanent positions (adding to the 3,000 Lam already employs here), and lasting revenue growth for the state for years to come.
Lam is a major supplier to Intel and counts nearly every top chipmaker in the world as a client, making this investment a significant vote of confidence in Oregon's tech sector. It also reflects what's possible when federal, state, and local dollars work in partnership.
As 2023 Co-Chair of the Joint Committee on Semiconductors alongside now-Congresswoman Janelle Bynum, it's especially rewarding to see the Oregon CHIPS Act deliver results like this.
Portland Fire Basketball with Just Create Community
A big thank you to Cindy Cosenzo for putting together another wonderful community event last weekend. Nearly 80 neighbors from Just Create Community came together for a night out at the Portland Fire game against the Washington Mystics. It was a fantastic crowd and an even better game. We were there for a special moment too: the official unveiling of the team's new mascot, Rose the Glitter-Breathing Dragon!

This week I also spoke at the Forest Grove/Cornelius Chamber of Commerce Leaders Lunch, attended the Forest Grove Pride Festival and volunteered with Hillsboro Schools Foundation at the Hillsboro Farmer's Market.

Last weekend, our community experienced a horrific domestic violence incident that resulted in the loss of five lives and their beloved pets. In the aftermath of a tragedy like this, it is normal to have strong emotions, questions, or a need for community connection.
Next week, we are offering drop-in community support at the Forest Grove City Library. DVRC advocates and counselors will be available to talk, answer questions, and provide connections to community resources.
You do not have to navigate this difficult time alone. Whether you have questions about domestic violence dynamics, need somone to talk to, or just want to be in a supportive space, we are here for you.
Our thoughts are with the families and friends of Stella, Rowan, Mary, Linsey, and Alvin. We join our community in mourning this immense loss.

 Senate District 15 lies on Kalapuya land. The Atfalati were the northernmost band of the Kalapuya that lived along the Tualatin River in present day Washington County. Many of the Atfalati descendants are members of the Confederated Tribes of the Grand Ronde Community of Oregon today. The Indigenous Peoples of this land experienced a painful history of colonial violence, sickness and removal from their land. The Atfalati are the foundation of Oregon's past and we must honor them well into our future.
