Legislative Updates
New laws taking effect June 5th
Oregon’s 2026 short legislative session was long on progress. On June 5, the 90-day mark after the end of the session, dozens of new laws making life better for Oregonians go into effect.
New laws defending Oregonians from the overreach of the federal government:

Senate Bill 1518 – Requires that domestic and homecare workers earn at least minimum wage, an expectation that federal rules had undermined

Senate Bill 1570 – Defends hospitals as places for healing, not fear, and requires hospitals to define boundaries between areas open to the public, including law enforcement, and areas accessible on with relevant official authorization

Senate Bill 1587 – Prevents state agencies from turning over information on Oregonians to data brokers if those brokers sell data to immigration enforcement agencies

House Bill 4013 – Keeps modern safeguards for minors in the workforce, even if the federal government moves backward on child labor protections

House Bill 4111 – Bars employers from retaliating against workers who update their work authorizations, limits the use of immigration status in civil court cases if it is irrelevant to the case, and adds immigration status to Oregon’s anti-profiling law

House Bill 4123 – Prohibits landlords from disclosing immigration status and other personal information
New laws to help Oregon families keep more money in their wallets:

Senate Bill 1523 – Lets tenants pay rent using whatever reasonable method they choose, not just online portals that can take your data and trigger huge fees

Senate Bill 1551 – Gives you freedom from your homeowners’ association's rules to ensure you can make fire-safe improvements on your home

Senate Bill 1567 – Establishes low-interest loans for mixed-income housing production

Senate Bill 1576 – Requires that state-subsidized housing developments meet accessibility standards

House Bill 4024 – Prohibits speculative ticket sales—vendors offering or reselling tickets they don’t have—and strengthens protections against misleading websites that offer tickets

House Bill 4116 – Closes loopholes that had allowed lenders of consumer loans to charge interest amounting to 100 percent or more

It is high school graduation season, such an exciting time for graduating high school seniors and their families! When I was a Hillsboro School Board Member, this was a highlight of the year. Handing diplomas to students in their moment, as they cross the stage, was such an honored responsibility. See the graduation schedules for Senate District 15 area high schools below.

Southern Oregon University MSEd Graduation
I recently had the honor of recording a special message for the graduating cohort of Southern Oregon University's online Master of Science in Education program. These remarkable individuals have spent years balancing work, family, and school to earn their advanced degrees, and they are now stepping into important roles as teachers, administrators, and advocates for children and families across Oregon and beyond. My message to them centered on the very values I have championed throughout my career, the importance of educators, the power of resilient leadership, and the profound impact that those who serve in our classrooms and communities have on all of our lives. This year's graduation theme was Ignite, and I can think of no better word to describe what these dedicated educators are about to do. It was a privilege to be a small part of their celebration.

Treasury Embark Account Initiative Celebrates Kindergarten Graduation

As kindergartners reach the end of their first school year, Embark and the state of Oregon are honoring their hard work and helping families save for all that comes next with a $100 incentive for any new Embark 529 account opened for a kindergartner.
Get $100 for your kindergartner when you save for your kid’s future education with Embark, Oregon’s trusted 529 savings plan. Embark’s Kinder Grad program offers families who open a new Embark account for an Oregon kindergartner who is five or six years old an automatic $100 bonus to help kick start their education savings. And there’s no special paperwork or form required! You’ll see that extra $100 contribution added within three months of the account being opened.
Funds in an Embark account grow tax-free, and can help pay for college, trade school, apprenticeships, and so much more. Families who already have an Embark account for their kindergartner can earn a refundable Oregon income tax credit worth up to $380 every year. And when loved ones contribute to an Embark account to celebrate a kindergartner’s graduation, they can get a tax credit too.

 Senate District 15 lies on Kalapuya land. The Atfalati were the northernmost band of the Kalapuya that lived along the Tualatin River in present day Washington County. Many of the Atfalati descendants are members of the Confederated Tribes of the Grand Ronde Community of Oregon today. The Indigenous Peoples of this land experienced a painful history of colonial violence, sickness and removal from their land. The Atfalati are the foundation of Oregon's past and we must honor them well into our future.
