The 2026 legislative short session is officially underway, and we are now ending week two. Though brief, short sessions move quickly, and lawmakers are already deep into policy discussions, budget adjustments, and hearings on issues that directly impact communities across Oregon. As always, I remain guided by the input of my constituents, community members, and colleagues as I work to make decisions that best serve House District 33 and our state.
Two key priorities I am focused on early in this session are emergency preparedness and protecting critical infrastructure—ensuring Oregon is ready to respond when crises arise.
HB 4091 – National Guard Readiness & Oversight

Clarifies state roles when the National Guard is mobilized under federal authority

Ensures deployments do not leave Oregon short-handed during emergencies

Preserves federal authority while strengthening oversight at home

Confirms the Guard is not used for routine law enforcement or immigration enforcement

Advancing legislation to address risks at the Critical Energy Infrastructure Hub in north Portland

Requires bulk fuel companies to demonstrate financial responsibility

Protects taxpayers from the cost of spills, fires, or environmental damage
We were also delighted to welcome the Royal Rosarians, as the Ambassadors of Goodwill, they are the Official Greeters for the City of Portland. This was their first invitation to the Capitol since their formation in 1912. As the Opening Ceremony, they honored House Members by singing the National Anthem and delivering roses on the House floor, a beautiful reminder of Portland’s history and traditions. The visit was particularly meaningful to me, as my brother, Dr. Terry Johnson, serves as the appointed chaplain of the Royal Rosarians. It was a proud moment for our family and a special way to bring a piece of Portland into the People’s House.
This month, I was honored to celebrate Black History Month alongside fellow Black legislators, elected officials, and community leaders, including Representative Wise, Representative Nelson, and Senator Manning, at a Portland Trail Blazers game recognizing the contributions and leadership of Black Oregonians. I was especially proud to take part in the Game Ball Delivery, passing the ball down from the top of the Moda Center to the court below—a joyful and powerful moment highlighting the importance of visibility, representation, and community.
