Legislative Updates

New Year, New Laws

New state laws rolling out January 1, 2026 advance affordability and consumer protections, improve access to health care, and protect personal safety. The laws taking effect in the new year uphold the Oregon values we treasure: fairness for workers and consumers, and health and safety for all.

A comprehensive list of legislation we passed in 2025 is available at bit.ly/2025-wins.

These are some highlights among bills becoming law Jan. 1:

El Trenecito/The Little Train

There is much to learn about the daycare and preschool opportunities in Oregon. This week, my Ways & Means Co-Chair Representative Ricki Ruiz and I toured El Trenecito/The Little Train in Beaverton, a certified home-based daycare program. Thank you to Miguel and Sandra for the tour and hospitality. This is the work that happens, so all the other work can happen.

Washington County Gathering for Legislators and Community Leaders

Last week, I joined my Washington County colleagues to discuss discuss the challenges and opportunities facing the court and the resources needed to meet Washington County's growing population. We talked about courthouse needs, workload, ICE impacts and more at the 7th Annual gathering of local leaders.

Light Up Hillsboro

This past Sunday was a beautiful night to stand with neighbors in community to "Light up Hillsboro". Thank you, Chabad Jewish Center of Hillsboro, for urging us to stay away from the darkness of the world and shed more light for positivity, empathy and kindness. Your message for this first night of Chanukah, along with Mayor Beach Pace, brought messages of hope.

More Grinch Readings

This week I read to students at West Union and Tamarack Elementary Schools. Their enthusiastic holiday spirit is catching and brings a bright light to my week.

Students Respond to Federal Immigration Enforcement Actions

As we all know, the past several months have been a very scary time for members within our community with the ICE raids and kidnappings. I’m very proud to be in a community that helps uplift and support one another through this time of crisis.

Highschoolers of Hillsboro and Forest Grove utilized their 1st amendment rights this last week, organizing student walkouts in protest of ICE. They made signs out of cardboard, and the ink washed away from the rain, but that didn’t stop students from walking over an hour to mobilize and show support for their classmates who are greatly impacted from the ICE raids. Students within various leadership groups have also been putting together food, hygiene, and clothing drives to further give people support during the winter break and weather approaching us.

It should not be mistaken though that the students are the only ones mobilizing. Staff are going to pick up students who are too afraid to leave their houses to go to the bus stop, and have been seen on buses to provide more adult supervision to bus routes. Staff have also been organizing to drop off groceries for families who aren’t able to safely leave their homes, taking unpaid time out of their days to support students and their families.

These times are scary, and we shouldn’t have to be going through these efforts to support one another. But the brighter side is that there ARE people who go out of their ways to lend a hand to those who need it. It gives hope that things will end up okay.

The students! I am so proud of their bravery, strength, their voice. This week they have shown us so much! No child should feel or experience the trauma they are going through. This is not my reality because of the skin I am in. This federal administration is so wrong on so many levels. The people are rising up and speaking out. These students are an inspiration. Thank you TV JAM for the coverage. I urge each and every one you to look in the faces of these children, the pain is unbearable, their strength is formidable. Our future leaders are here! Sí, se puede¡

As the year comes to a close and the holiday season is upon us, I want to share my gratitude for the wonderful community that is Senate District 15. From giving trees and wishlists, to community events, to students standing up for immigrant rights, to our community based organizations, business and community leaders for supporting each other through the humanitarian and economic crisis we are experiencing from federal immigration enforcement actions, it is abundantly clear that this community cares about each other. Human to human we have shown that we can share love, spread joy and lend a helping hand. I am humbled to represent this district and am grateful for my family, my friends and my team, who help uplift me and the work I do. I hope you take some time to rest and recharge these next few weeks and I wish you all Happy Holidays.

Be good to yourself and each other. ❤

Onward & Upward,

Janeen

Senate District 15 lies on Kalapuya land. The Atfalati were the northernmost band of the Kalapuya that lived along the Tualatin River in present day Washington County. Many of the Atfalati descendants are members of the Confederated Tribes of the Grand Ronde Community of Oregon today. The Indigenous Peoples of this land experienced a painful history of colonial violence, sickness and removal from their land. The Atfalati are the foundation of Oregon's past and we must honor them well into our future.
