Legislative Updates
November Interim Legislative Days
This week legislators, staff, advocates and constituents gathered together in the Capitol for November Interim Legislative Days. This is an opportunity for committees to meet and hear updates and for legislators to hold office hours for meetings. Our office was buzzing with activity! Our budget committees heard from state agencies on proposed cuts for the upcoming short session and the quarterly Revenue forecast was released. The Senate also convened to approve Executive Appointments for Oregon Boards and Commissitons. You can watch the committees and floor session I participated in below.
Federal Immigration Enforcement Actions
I continue to speak out regarding the horrendous federal immigration enforcement actions we are seeing on a daily basis in Senate District 15 and across the state. Legislators are putting their minds together and there will be upcoming legislation in the short session that aims to address some of these horrific tactics. I have also asked the Governor to convene a state level table for action, to help our local jurisdictions, school districts, and community based organizations. This is an economic and humanitarian crisis and we need a coordinated response with all hands on board. I am heartened by the tremendous community support and advocacy I see happening all around. Human to human, we must ensure safety, dignity, and due process for our friends and neighbors.

December 2025 Economic and Revenue Forecast
Revenue Outlook
2025-27 Net General Fund revenue is $35.24 billion, up $309.5 million from the September forecast; it’s down $311.5 million from the Close of Session forecast. The 2025-27 General Fund and Lottery net resources are now $39.09 billion, a decrease of $635.9 million from the Close of Session forecast. Lottery revenue for the 2025-27 biennium is down $100 million from the Close of Session forecast. Reserve accounts as of October are $1.04 billion (Education Stability Fund) and $1.93 billion (Rainy Day Fund). The projected ending balances for the 2025-2027 biennium are as follows: Education Stability Fund: $1.26 billion and Rainy Day Fund: $2.16 billion. The Rainy Day Fund is not projected to receive a transfer from the General Fund beginning balance, as the legislature chose to not withstand the Rainy Day Fund transfer in the 2025 legislative session.
Kicker Outlook
There is no personal kicker projected for the 2027-29 biennium. There is no corporate kicker projected to be transferred to K-12 education spending in 2027-29.
OEA Economic Outlook The overall economic forecast reflects signs of reacceleration and a cooling in Oregon’s labor market. The unemployment rate fell to 4.4%, down from the Close of Session forecast. Personal income growth came in about forecast, with Q3 income data up 1.1% from September projections.
Population growth in Oregon is slower than national trends and is expected to grow by an average of .5% through 2035.
OEA Corporate Activity Tax (CAT) Projections
Anticipated revenues for the current biennium (25-27) are down $31.1 million to $3.03 billion. For 2027-29, projected revenue is $3.59 billion, down $31.1 million from May.

Hillsboro declares state of emergency amid increased ICE activity, KPTV Fox12 Oregon, Leslie Dominique, November 18, 2025.
The Hillsboro City Council unanimously declared a state of emergency during a public hearing on Tuesday, condemning “the misuse of immigration enforcement to detain and deport individuals who are lawfully present in the United States.”
The resolution takes effect immediately.
The decision follows the highly publicized detainment of Hillsboro resident Victor Cruz, who was released from U.S. Immigration and Customs Enforcement custody after an alleged mistaken detention.
Mayor Beach Pace said the declaration is largely symbolic and meant to encourage action, something residents have increasingly demanded.
Liesl Wendt confirmed as director of the Oregon Department of Human Services, OPB, Lauren Dake, November 19, 2025.
Another state Sen. Janeen Sollman, D-Hillsboro, who also voted in favor of Wendt’s confirmation, questioned the process of the appointment. She asked why there wasn’t more public engagement or a national search to replace the head of such an important agency.
“A strong process can lead to a stronger outcome,” Sollman said.
Oregon legislators hear the ‘least worst options’ for possible state education agency cuts, OPB, Elizabeth Miller and Tiffany Camhi, November 18, 2025.
Sollman emphasized that even though this is just the first conversation, it’s going to be a tough few months.
“All these discussions are not easy. We are facing this economic - and I’m going to add - humanitarian crisis, that we are also, in our schools, are really on the frontline of that,” Sollman said. “I just want to share the heaviness of all of this, the decisions ahead.”

Sharing Robotics with Lent Elementary School Students
This past summer my FTC team, RevAmped Robotics and I took an initiative to spread STEM and particularly Robotics to elementary school students in collaboration with Project LEDO. Since then, we have been conducting multiple hands-on sessions at Lent Elementary School in Portland. Lent Elementary is a designated Title 1 school that relies on federal funding to provide support to children facing adversities, like poverty or high mobility.
Growing up, I was extremely fortunate to get a start on my robotics journey through the First Lego League (FLL). The early exposure helped gain technical and leadership skills through fun, exciting hands-on learning. I want to bring the same experience and opportunity to elementary school students. During these events we spend time with the students to facilitate and guide students through robot building and coding, while also introducing them to core values and principals to create a fun and inclusive team.
We had a final wrap up of these workshops and now have a group of students prepared and ready to form a new FIRST LEGO League robotics team. Starting at an early age, these students will now have a chance to build robots, program them to complete the necessary tasks, develop critical thinking skills and teamwork. In an interview with these kids, as part of a final wrap up, it was exciting to hear them aspiring to be an Engineer, Coder and Builder when they grow up.

Out and About in Senate District 15
Community Conversation at Bites Restaurant
Last night I held my 155th Community Conversation at Bites Restaurant in Forest Grove. It was a good discussion with many community members expressing concern over federal immigration enforcement action and looking for ways they can help. We also talked about economic development and budget reductions. The food was delicious, though the gathering was bittersweet as it was the restaurant's last night of service. We greatly enjoyed our time together with the owner on their final day.
Oregon National Guard - Demobilization Ceremony
Sunday was a beautiful day to attend the Oregon National Guard Task Force Defender Mission 2-218 Field Artillery Demobilization Ceremony. It was an honor to shake the hands of the men and women soldiers and welcome them home. The ceremony was held at Neil Armstrong Middle School in Forest Grove and it was great to have Representative Rick Lewis join as well.
Finding Common Ground - Beyond Left and Right: Building Bridges Across Divides
Last weekend, I participated in Pacific University's undergraduate politics conference, "Finding Common Ground - Beyond Left and Right: Building Bridges Across Divides," a collaborative event bringing together students from Pacific, George Fox, and Willamette Universities. It was great to serve as a panelist, sharing meaningful discussions and insightful questions from attendees. A highlight of the day was sharing the panel with my good friend Chief Henry Reimann of the Forest Grove Police Department, whose perspective added great depth to our conversation about community and governance.
Hillsboro Year-Round Shelter Grand Opening
Last Friday, Washington County's largest transitional shelter opened in Hillsboro. The shelter has 75 beds, which can serve up to 85 Oregonians at full capacity. The space also provides a commercial kitchen, space for pets, and offers a 'hand up' to help people get steady on their feet and moving forward. Federal, state, county, regional and local dollars came together to make compassion happen here. A special thank you to Project Homeless Connect for your heart-work in our community.

Hillsboro Holly Days - Saturday, November 22nd
Hillsboro Holly Days is a beloved community tradition!
Celebrate the season at this annual celebration in Downtown Hillsboro on the Saturday before Thanksgiving.
Artisans showcase their best handmade work at this bustling market, while carolers, live music, and activities for all ages abound.
Downtown merchants will also be open for business with a variety of in-shop activities and promotions.
The streets will be full of holiday cheer and excitement leading up to the awe-inspiring tree lighting at 6:00 pm.

Cornelius Community Dinner - Saturday, November 22nd
 The City of Cornelius, Cornelius Police Department, and the Washington County Sheriff's Office will be hosting their annual Community Dinner on Saturday, November 22, 2025. The event will provide a traditional turkey dinner for community members. This meal is available at no cost and is expected to feed 400 to 500 people. The dinner will be served from 4-7 pm. You are all welcome to attend and enjoy a holiday dinner.
Limited volunteer opportunities are available. Volunteers are needed to help prep the dinner, set up the event space, transport food, greet guests, serve meals, bus tables, wash dishes, and clean the event space. Volunteers must be at least 14 years old. Volunteers are needed at the Cornelius Elementary School (200 N 14th Ave), on the day of the event.

 Senate District 15 lies on Kalapuya land. The Atfalati were the northernmost band of the Kalapuya that lived along the Tualatin River in present day Washington County. Many of the Atfalati descendants are members of the Confederated Tribes of the Grand Ronde Community of Oregon today. The Indigenous Peoples of this land experienced a painful history of colonial violence, sickness and removal from their land. The Atfalati are the foundation of Oregon's past and we must honor them well into our future.
