Community Conversation - Tomorrow, Saturday, October 25th
Join me tomorrow, October 25th, from 10:00AM to 11:00AM at the Hillsboro Downtown Station Food Carts, located at 320 SE Baseline Street in Hillsboro. Come share your thoughts and talk about issues that are important to you. Meet fellow community members and stay to enjoy food from the many food carts. Breakfast and coffee open at 8:00AM and the lunch carts open at 11:00AM. I look forward to seeing you there.
Legislative Updates
November SNAP benefits may be delayed
Many Oregonians have asked how the ongoing federal government shutdown could affect their food benefits. The Oregon Department of Human Services (ODHS) has shared that, if the shutdown continues, November Supplemental Nutrition Assistance Program (SNAP) benefits may be delayed.
SNAP is funded entirely by the federal government. On Oct. 10, 2025, federal officials notified states that if Congress does not pass—and the President does not sign—a funding agreement before Nov. 1, there may not be enough federal dollars to get people their November SNAP benefits on time.
ODHS and the Governor’s Office are monitoring the situation closely and will share updates as soon as new federal guidance becomes available.
How to stay informed:

- Watch for updates from local partners and the media.
For SNAP participants:
- Check your EBT card balance regularly
- Continue following SNAP rules and reporting requirements
- Sign-up for an ONE Online account and download the Oregon ONE Mobile app at benefits.oregon.gov to get messages about your SNAP case
- Know where to find emergency food resources in your community:
- Visit the ODHS Food Resources web page to find local programs and food support.
- Contact 211info by dialing 2-1-1, texting your ZIP code to 898-211, or visiting www.211info.org.
- Older adults and people with disabilities: Connect with the Aging and Disability Resource Connection of Oregon (ADRC) for help finding government and community resources. Call 1-855-673-2372 or visit www.adrcoforegon.org.
Los beneficios de SNAP de noviembre podrían retrasarse

NCEL Blue Economy Tour
This month, I had the opportunity to join legislative colleagues from across the country on a Blue Economy tour of Massachusetts, Rhode Island, and Maine We met with port operators, marine scientists, aquaculture leaders, and coastal infrastructure experts to see firsthand how other coastal states are turning their working waterfronts, marine research institutions, and traditional fishing industries into engines of innovation and sustainable economic growth while caring for the environment and practicing responsible stewardship.
In Maine, where the ocean economy supports over 90,000 jobs and contributes more than $6.8 billion annually, leaders are investing in aquaculture, marine biotechnology, coastal resilience, and ocean data science not just to strengthen local economies, but to protect marine ecosystems and act as responsible stewards of the ocean. Their approach recognizes that long-term prosperity depends on clean water, healthy fisheries, and climate-ready coastlines—and that economic growth and environmental care must go hand in hand.
From Massachusetts study of living seawalls to Rhode Island’s innovative reuse of dredged materials to strengthen port infrastructure to Maine’s efforts to align research, workforce development, and sustainable marine industries, the trip highlighted opportunities Oregon could adapt to support our own coastal communities, fisheries, and marine technology sectors.

Local Cafe You Can’t Snooze On
As Halloween approaches and most of the trees around have changed color, quite possibly the worst part of Fall has also begun: the rainy weather. Some Oregonians happily embrace the rain, though, others miss the sunshine and clear skies. However, dreary days can be made so much better with the perfect latte in a cozy coffee shop. If the rain is getting you down, consider stopping by Insomnia Coffee Co. with a good book.
Insomnia is an Oregon based coffee company with locations from Cannon Beach to Beaverton. There are three cafes in the district, one on Baseline by 53rd St. park, one at Tanasbourne shopping center, and one on Main St. in downtown Hillsboro. All venues offer unique interior design, with cozy seating areas and a warm atmosphere. This year’s high school intern team for Senator Sollman’s office had our first meeting at the Tanasbourne Insomnia.
The company also loves to support local artists, hosting artist feature programs where they can apply to have their work displayed on the cafe walls. Insomnia’s Saturday Pop-Up event at Tanasbourne and Baseline gives local makers the opportunity to share and sell their crafts to the community.
With a variety of delicious drinks and pastries, local art on display, and a uniquely cozy ambience, Insomnia Coffee Co. is a wonderful place to hunker down on a blustery Fall afternoon.

Out and About For Senate District 15
Latina Power Luncheon
Team SD 15 attended Centro Cultural's Latina Power Luncheon this week and had the opportunity to hear Emmy and Pulitzer Prize winning journalist Maria Hinojosa speak to the powerful ways Latina women can lead and use their voices for positive change. The theme was "Ladies Who Lead" and we heard from a panel of Latino leaders, including Representative Andrea Valderrama, former Vice President of Higher Education, Narce Rodriguez, and PCUN Executive Director, Reyna Lopez. Congresswoman Suzanne Bonamici rounded out the dynamic group of speakers. This event highlighted the important work we can do together, collectively, to raise voices and uplift communities during the darkest of times.
Oregon Tech - Google Partnership
This week, Team SD 15 attended Oregon Tech’s signing ceremony with Google, marking a first-of-its-kind AI and cloud partnership for any university in Oregon. Held at the Portland-Metro campus in Wilsonville, the event highlighted how this collaboration will support applied research, innovation, and workforce development. President Nagi Naganathan reflected on his early days learning with an abacus, noting how today’s students now have AI at their fingertips—a symbol of just how far technology and education have evolved. Speakers emphasized Oregon Tech’s role as an applied innovation institution and the importance of preparing students for real-world problem-solving.

In light of recent reports of increased immigration arrests across Oregon, it’s critical that people understand their rights and know where to turn for help. No one should face detention without due process or access to legal counsel. Oregon’s values demand compassion, fairness, and accountability — and I am calling on federal authorities to ensure constitutional rights are fully protected.

If you witness ICE, the military, or any federal law enforcement making an immigration arrest in public, it's your legal right to film, as long as you don't interfere. Your footage can expose human rights violations and be used as evidence. To learn more about how to film:
- Call or text the PIRC hotline 1–888-622-1510 and report the ICE activity or presence and remember to share CLEAR information, (Count, Location, Equipment, Activity, Report).
- If you or someone you know needs access to immigration legal services, enroll in the Equity Corps of Oregon (ECO) 888-274-7292.

 Senate District 15 lies on Kalapuya land. The Atfalati were the northernmost band of the Kalapuya that lived along the Tualatin River in present day Washington County. Many of the Atfalati descendants are members of the Confederated Tribes of the Grand Ronde Community of Oregon today. The Indigenous Peoples of this land experienced a painful history of colonial violence, sickness and removal from their land. The Atfalati are the foundation of Oregon's past and we must honor them well into our future.
