Oregonians,
Today at 3:00 PM, the Legislature is holding a hearing on Governor Tina Kotek’s massive transportation package — a proposal that raises gas taxes, DMV fees, payroll taxes, and even creates new charges for EVs and fuel-efficient vehicles.
Altogether, it would cost Oregonians an estimated $5.8 billion over the next decade. Oregonians have just one day to make their voices heard. Let these legislators know the huge impact these taxes would have on you and your family.

How to Testify
Speaking up is easier than it sounds — and it makes a real difference. Whether you join online, show up in person, or submit written comments, your voice becomes part of the official record and legislators can’t ignore it. Rural voices in particular need to be heard loud and clear in this process.

What’s in the Governor’s Proposal?
This bill would take billions more from working families and small businesses while ODOT continues to mismanage funds, abandon projects, and overspend on bureaucracy. The package raises costs across the board:
- Adds $0.06 to the gas tax
- Raises title fees by $139
- Raises registration fees by $42
-
Doubles the payroll tax for the State Transportation Improvement Fund
- Creates a new $30 registration fee for EVs and fuel-efficient vehicles
- Imposes a Road Usage Charge (RUC) on EVs, hybrids, and other efficient vehicles
- Grants unelected bureaucrats authority to raise gas taxes without a legislative vote
Why It Matters
We all want safe, well-maintained roads. But this proposal doubles down on tax-and-spend politics instead of addressing ODOT’s billion-dollar budget failures. Families and employers across Oregon are already stretched thin by higher costs — asking them to pay more without real reform is unacceptable.
ODOT must first refocus its spending on the basics: filling potholes, plowing snow, and keeping Oregonians safe. Until then, Oregon families should not be asked to sign a blank check.
Decisions are being made today. Please take a moment to raise your voice before it’s too late.
Sincerely, Representative Darcey Edwards House District 31
