Democrats have finally unveiled their long-awaited transportation plan—House Bill 2025—and it’s every bit as bad as we feared. Packed with more than 35 tax and fee hikes, this bill will hammer working families and small businesses, all while giving ODOT a blank check with zero real accountability.

We’re talking about a 37.5% gas tax hike, a brand-new sales tax on vehicles, and a massive increase in payroll taxes—all on top of what Oregonians are already paying. And when pressed, Democrats admitted it’ll cost “over a billion dollars”—without a shred of clarity on how that money will actually be used to fix roads or deliver results.

Let’s be honest: HB 2025 isn’t a transportation plan—it’s a tax grab that puts the burden on your back while letting state agencies off the hook. There are no guarantees of reform, no performance measures, and no transparency.

With less than three weeks left in the session, Democrats are rushing this through, hoping Oregonians won’t notice until it’s too late. We can’t let that happen. There are two public hearings this week—and we need to flood the process with opposition.

We need every Oregonian to push back against this tax increase. With cost of living at the highest it's ever been, Oregonians need relief, not to be treated like piggy banks for politicians who can't govern.

Relating to participation in athletics according to biological sex.

Digest: The Act tells certain entities to designate sports by sex. The Act forbids males from playing in female sports. (Flesch Readability Score: 72.35).

Requires each athletic association, conference, or organization with authority over intercollegiate sports, post-secondary institution of education and school district to designate athletic competitions and extracurricular sports according to biological sex. Prohibits biological males from participating in athletic competitions or extracurricular sports designated for biological females.

Requires academic entities to designate bathrooms and locker rooms for exclusive use by either persons of the male biological sex or persons of the female biological sex. Except as provided under written policies for coaches, trainers, and other authorized persons, prohibits persons of the male biological sex from entering or using bathrooms or locker rooms designated for use by, or in use by, persons of the female biological sex and prohibits persons of the female biological sex from entering or using bathrooms or locker rooms designated for use by, or in use by, persons of the male biological sex.

Provides causes of action for students, post-secondary institutions of education and school districts.


House Republicans Force Vote to Protect Women's Sports

 House Republicans forced a vote on the House Floor to protect women’s sports, locker rooms, and bathrooms. House Bill 2037 would ensure that only biological women participate in women’s sports in school and are able to enter women’s intimate spaces. The vote failed along party lines, despite hearing the stories of over a dozen young female athletes who were present for the vote. We must stand up for women’s right to privacy and fair competition by ensuring that men aren’t going into the women’s locker room and by protecting women’s sports.

 Today’s vote should have been a unanimous commitment to protecting women’s rights and fair competition in women’s sports. Women have fought for and earned respect for themselves in sports. We must defend that progress and stand up for fairness. While I’m disappointed to see the vote fail along party lines, I will continue to stand up for women’s sports and fight for girls’ dreams of giving their all-in competition and sharing a podium with other female athletes.

Today I wish to extend courtesy to the North Bend High School Band that earned first place among 4A schools at the recent state championships held at Oregon State University on May 15, 2025.

The North Bend High School Bulldogs captured their third consecutive state title, and seventh state title since 2014, under the exceptional leadership of Band Director Amber Yester.

A tremendous amount of hard work and commitment is evident in these students, given their repeated successes in the program. They are a shining example of the talent, dedication, and community pride that thrives in Southwest Oregon.

Please join me in congratulating the members of the North Bend High School Band program as they virtually watch this House Floor presentation. Representative Boomer Wright
