Honoring Global Solidarity: Oregon Strengthens Ties with Ukraine through SCR 23

This week, I had the honor of carrying Senate Concurrent Resolution 23 on the House floor, a resolution that formally establishes a ceremonial relationship between the State of Oregon and Cherkasy Oblast, Ukraine.

We were honored to welcome folklorist singer Inna Kovtun to the House floor, where she opened the day's proceedings with a powerful performance of a traditional Ukrainian song.

This resolution is more than symbolic. It represents a heartfelt and timely expression of solidarity with Ukraine as the country continues to endure the devastating consequences of Russia’s aggression. In standing with Ukraine, Oregon reaffirms its commitment to the values of democracy, freedom, and self-determination.

We were joined in the Capitol by several remarkable individuals who helped bring this resolution to life:

  • Yulia Brockdorf, co-founder of DAWN, a nonprofit delivering critical mental health support and humanitarian aid to the frontlines in Ukraine.
  • Tetiana Kamarali, a Ukrainian-American educator and advocate supporting refugees here in Oregon.
  • Melissa Kniazeva, a teacher and passionate supporter of Ukraine who fled Russia after Putin came to power.
  • Inna Kovtun, a folklorist singer and advocate for cultural preservation and health equity.
  • Olha Morhunova, a community organizer and small business owner strengthening Ukrainian culture in Oregon.

These women embody resilience, compassion, and the spirit of international cooperation. I thank them for their presence and for the critical work they do every day.

As someone with personal ties to this region, my husband’s family fled Odessa during the pogroms, and my ancestors immigrated to the U.S. from what is now Ukraine and Belarus, I am deeply proud to have carried this resolution. 

The new partnership between Oregon and Cherkasy creates opportunities for collaboration in agriculture, manufacturing, timber, and entrepreneurship. Both regions are known for their resilient economies and innovative spirit, from Oregon’s berry and hazelnut farms to Cherkasy’s grain and livestock production.

Through cultural exchange, trade, and people-to-people connections, we are investing in a brighter, more cooperative future. I am excited to see what this partnership will yield in the years ahead.

SCR 23 passed with strong support, and I’m grateful to my colleagues for recognizing the importance of this resolution. Let’s continue to build bridges, not just between governments, but between communities.
