SCR 23 - Creating a ceremonial relationship between the State of Oregon and Cherkasy Oblast, Ukraine
On February 25th, 2025 Senate Concurrent Resolution 23 was introduced by the Senate committee on Veterans, Emergency Management, Federal and World Affairs. SCR 23 establishes a ceremonial relationship between the State of Oregon and Cherkasy Oblast, Ukraine as well as stands in solidarity with the people of Ukraine and condemns Russia’s war against Ukraine. This resolution strengthens diplomatic and cultural ties between Oregon and Cherkasy Oblast, reflecting Oregon’s commitment to global partnerships amid ongoing geopolitical challenges. SCR 23 passed both chambers with bipartisan support, reflecting Oregon’s legislative focus on global awareness and humanitarian values. When signed by the Governor, Oregon may formalize exchanges such as delegations and cultural programs with Cherkasy Oblast.

Oregon loves its Bottle Bill, but is it dragging down Portland?

Sollman, Senate Bill 992‘s chief backer, said she is not motivated to amend Oregon’s Bottle Bill in an attempt to fix Portland’s drug problems. That’s because she doesn’t believe the Bottle Bill is responsible.
“I absolutely never will attribute our bottle system to why we have a drug problem,” Sollman said.
She believes the answer lies in stronger police enforcement and good policy — such as the recriminalization of small amounts of street drugs last fall.

Sen. Janeen Sollman, D-Hillsboro, said sponsors of the bill had shown little openness to changing the bill in ways she favored, such as creating more leeway for older students to access phones.
Sollman said she’d gained approval from school officials in her district to support a scaled-back proposal favored by the Oregon School Boards Association and Coalition of Oregon School Administrators. But she said sponsors of the bill declined to submit that amendment and had indicated Kotek planned to issue an executive order on the matter if lawmakers didn’t act.
“If I believed that this policy was going to continue to have conversation [in the Rules Committee], I would be there,” Sollman said of voting to keep the bill alive. “But with that being told to me, I don’t believe there would be any movement.”

Memorial Day - Monday, May 26th
Memorial Day is a day to honor and recognize the ultimate sacrifice that the men and women of our armed forces paid for the freedom we have today. We are grateful for their service and for the service of their families, as the military life is a family affair. This Memorial Day, I’m thinking about how grateful I am to the members of the military and their families who selflessly sacrifice so much to keep us safe.
As your Senator, it’s my honor to work to make it easier for veterans and military families to live and thrive in our state. We can never fully repay our fallen heroes, but we must continually try.
The Senate District 15 Team will take a much needed three day weekend in observance of Memorial Day, an official State Holiday.

 Senate District 15 lies on Kalapuya land. The Atfalati were the northernmost band of the Kalapuya that lived along the Tualatin River in present day Washington County. Many of the Atfalati descendants are members of the Confederated Tribes of the Grand Ronde Community of Oregon today. The Indigenous Peoples of this land experienced a painful history of colonial violence, sickness and removal from their land. The Atfalati are the foundation of Oregon's past and we must honor them well into our future.
