We survived deadline week, HD 35!

The coffee, or tea in my case, has been flowing in the HD 35 office these past couple of weeks. You might be wondering, “what deadline?” There are lots of deadlines during Session, but one of the most consequential is the work session deadline. In order for a bill to pass through the Legislature, it must clear several hurdles. One of which is getting a work session in its assigned committee. When a House bill is introduced by a Legislator, it is assigned to a committee, it then has to be voted out of that committee in order to make it to the House Floor where State Representatives vote on it, and then it goes on to the Senate for a vote. But with limited time each Session, committees do not have time to hear every bill assigned to them, so the Chairs and Party leadership make the difficult decision on which bills to schedule for hearings or work sessions, and which bills will not make the cut.

HB 3768, Nowruz Day: We are very excited that Nowruz Day will continue to move this Session. This is exceptionally special to me because it honors my culture, one of the many rich cultures that makes HD 35 an amazing place to live. It was so meaningful to host Persian artists and community leaders, and to see a beautiful Haft Seen table displayed outside of the House Chambers. Thank you to all who made this possible!

HB 3213, Sunshine Act - Transparency in Higher Ed: HB 3213 received a Public Hearing and was scheduled for a Work Session in the House Committee on Higher Education and Workforce Development before the deadline. There is a Work Session scheduled for April 8th to vote on the bill and its proposed amendments.

HB 3214, Ryan’s Law - Cannabis in Hospice: Ryan’s Law received a Public Hearing in the House Committee on Behavioral Health and Healthcare before the deadline. During our Public Hearing, we heard from advocates and supporters of the bill, including Jim Bartell, the father of Ryan Bartell for whom the bill is named. We are grateful for the Bartell family’s involvement in moving this bill forward.

HB 3766, Anti Cyberflashing: HB 3766 had a Public Hearing in the House Committee on Judiciary, where advocates testified on behalf of the bill. After feedback from constituents and colleagues, my office submitted an amendment to exclude minors from the civil penalties to prevent unintended consequences. You can follow this bill through the legislative process here.

HB 3785, Voting for Adults in Custody: HB 3785 has been referred to Rules. This bill will not be moving this Session, but we will be having an Informational Hearing so that advocates and formerly incarcerated people can testify. We will keep you updated on the progress of this bill. You can also follow the bill through its legislative journey here.

HB 3765, Environment, Social, and Good Governance Screening for Oregon Investments: HB 3765 was referred to the House Committee On Emergency Management, General Government, and Veterans, but was unfortunately not scheduled for a work session. We are hoping that there will be an Informational Hearing, where constituents and advocates will have an opportunity to testify regarding the bill despite it not being eligible for passage this session.

HB 3767, Local Control for Affordability: HB 3767 was referred to the House Committee on Housing and Homelessness. This bill did not get a Work Session or hearing and will not move forward this session. I plan to continue working on this issue, talking with advocates and my colleagues, and reintroducing this bill next Session. HB 3767 will be given an Informational Hearing, and we will notify our subscribers when we have that date.

HB 3769, Statewide Rental Registry: HB 3769 was referred to the House Committee on Housing and Homelessness, with subsequent referral to Revenue. Because this bill was determined to have fiscal impact, it would have had to pass with a three-fifths majority. Because of this, my office teamed up with Representative Gamba (HD 41) to support his bill, HB 3877 which would have also created a registry for rental units. Unfortunately, neither bill received a Work Session or hearing and will not be moving forward this Session. We hope to receive an Informational Hearing later in the Session and will be sure to update our subscribers accordingly.

HB 3919, Genocide Education: HB 3919 was referred to the House Committee on Education and was not scheduled for a Work Session or hearing. That means the bill will not move forward this Session, but that doesn't mean the work will end! We will continue to work with advocates on advancing this legislation. 


Affordable Housing Waitlist opens April 3rd!

Affordable Housing

The Cascadia Health Affordable Housing waitlist is opening for application on April 3rd! These apartments are for disabled individuals and families needing independent housing. These households must qualify for HUD Subsidy-Low to Extremely Low (Zero) income. You can view the property list and apply here.
