On March 27th, I had the honor of delivering a speech welcoming the legendary former Senator Margaret Carter to the House along with Representative Nelson and other legislators. Senator Carter is an institution, a beacon for anyone who knows that change only happens when we step up, have courage and charge forward. In 1985, she became the first Black woman elected to the Oregon Legislature. That moment was more than just a milestone; it was a turning point. It was a statement that Oregon’s government must reflect the people it serves. She has fought for civil rights, for working families, for education, and for equity in every space she has entered. She has taught us that representation is not just about who sits in these seats, but what we do when we get there, and who we lift up along the way.
Senator Carter delivered a powerful speech recognizing Women’s History Month and calling upon us all to use our voice to lift up democracy and come together as a nation. I encourage you to watch her full speech here.

I would like to highlight the Capitol’s new virtual exhibit that honors trailblazer and former Senator Jackie Winters.
Jackie Winters moved to Portland with her family during WWII along with many other Black Americans looking for employment in the shipyards and railways. Her father launched a daily newspaper, which helped shape Winters for public debate and advocacy. As an adult, Winters moved to Salem and gained acclaim for her regional restaurant chain, Jackie’s Ribs. She was elected to the Oregon House of Representatives in 1998, becoming the first Black Republican ever to serve in the Oregon Legislative Assembly. She won election to the Oregon Senate in 2004. Winters advocated for increased state education funding and helped create the Oregon Food Share Program, which has grown to include a statewide system of food banks. Her presence is deeply missed here at the Capitol and her legacy is irreplaceable.
Earlier this month, we passed one of the first major deadlines of the legislative session: the first work session deadline. If a bill didn’t have a work session scheduled by March 21st, it isn’t moving forward this session. As with most legislative deadlines, there are notable exceptions for bills in joint, rules, and revenue committees. That said, a huge portion of the historic volume of bills filed this session have now “died.” While it can be disappointing to see bills that legislators and advocates have worked hard to develop not move forward, this is an important part of the process to narrow down priorities and hone in on the legislation that lawmakers will actually get to vote on.
I am pleased to share that many of the bills I am supporting this session are moving along in the process and some have even been voted out of the House and into the Senate already. I’ve provided updates on some of those bills below. For a full list of the bills I am signed onto, visit https://www.oregonlegislature.gov/isadore/Pages/bills.aspx.
The federal REAL ID deadline is just over two months away! A REAL ID is a state-issued driver’s license, instruction permit or ID card that meets federal security requirements set by the REAL ID Act of 2005.
Starting May 7, anyone 18 years and older must present a REAL ID or an acceptable alternative – like a passport, passport card or military ID – to board a flight within the U.S. or access certain federal facilities.
As the deadline comes closer, we are seeing greater demand and longer lines at our DMV offices. If you plan on flying within the U.S. anytime in the future and you don't have a passport or other acceptable ID, consider upgrading to the REAL ID option. It takes about three weeks to get your REAL ID card in the mail, so build that into your timeline before booking any flights.
While DMV offers many services online, you must get a REAL ID at a DMV office. You can make an appointment online or visit a DMV office near you without an appointment. You need to bring original documents that prove your identity, date of birth, home address (two different documents) and lawful status in the U.S. DMV offers a document guide to help you determine what to bring. You also have to provide your Social Security number or proof you are not eligible for one. Your current legal name must be on file with the Social Security Administration.
The REAL ID option costs an additional $30 above regular issuance fees every time you apply for an original, renewal or replacement driver’s license, permit or ID card. Learn more about REAL ID at Oregon.gov/REALID.
