Friends and Neighbors,
It is an honor to serve you as the newest addition to Oregon’s state legislature, representing House District 33. In October, I was sworn in by Governor Kotek at the historic McMenamins Blue Moon Tavern & Grill following my appointment to finish Rep. Dexter’s term by Multnomah and Washington County commissioners. The ceremony was deeply meaningful to me, marking the culmination of decades of commitment to my community. I was surrounded by those who have uplifted me: friends, family, fellow legislators, and staff and I am so eager to pay their support forward.
This site was chosen as the building stands on land that once belonged to Andrew and Sarah Johnston, former slaves who came to Oregon around the 1860s. The Johnstons’ success is a testament to their perseverance and resilience; they overcame seemingly insurmountable odds to become some of the first Black landowners in Portland. As the only Black woman serving in the legislature, I stand on the shoulders of the Johnstons, my community, and my family as I work to make House District 33 and all of Oregon a place where all can thrive.
I am more motivated than ever to make a positive impact on my community in light of the upcoming changes to our federal administration. I will always stand up for all Oregonians and I have full confidence in my fellow state and local leaders that we will continue to actively protect our most vulnerable neighbors and communities from discrimination, injustice, and hate. Please know that my office stands for the well-being and dignity of all Oregonians and that Oregon will remain a place where the rights of all are upheld.

Rep. Shannon Jones Isadore
State Representative for HD 33
Rep. Shannon J. Isadore is a U.S. Marine Corps veteran, born and raised in Northeast Portland. She is a first-term representative of House District 33 which includes Downtown, Northwest, Linnton, and Cathedral Park. Growing up in the vibrant Albina neighborhood with her multi-generational family, surrounded by a large and tight-knit community, Shannon learned the importance of community and resilience early in life. Shannon was the first in her family to attend college, eventually earning a Master’s degree in Family Psychotherapy. Since founding Oregon Change Clinic in 2021, she has worked collaboratively across state, local, and county levels to significantly expand addiction treatment access and transform neglected properties into supportive housing. During her time as an investment broker, Rep. Isadore worked with middle-income families, educating them on saving, investing money, and building intergenerational wealth.
Shannon brings her commitment to effective, compassionate solutions to the Oregon State Legislature where she is dedicated to addressing some of the most pressing issues facing Oregonians: access to mental health services, addressing the addiction crisis, and building a safe and thriving city. As a resident of Northwest Portland and a business owner, downtown revitalization is a top priority for Shannon and she is excited to lead Portland’s city center.
Jackson Pahl (he/him)
Chief of Staff
Jackson is a sixth-generation Oregonian with ties to communities across the state, from Pendleton to Southeast Portland. During his time with the City of Portland, Jackson led structural and policy reviews in the transportation space, while also serving as a public safety, small business development, and arts liaison. He helped spearhead the revitalization of the city’s parking enforcement program, helped fund and launch the downtown food truck pilot to support local entrepreneurs, and supported other innovative solutions to improve livability and vitality across the city.
Before his work at the city, Jackson attended the University of Oregon, where he helped lead the student wing of the University of Oregon Foundation, securing significant funding for scholarships and academic programs, including the needs-based Pathway Oregon Scholarship.
Now serving as Chief of Staff for Representative Shannon J. Isadore, Jackson brings his passion for community-centered solutions to the state level. In his free time, he enjoys cooking elaborate meals, hiking, and showcasing Portland’s best hidden gems to friends and family.
Mie Kumin (they/them)
Legislative Director
As the office’s legislative director, Mie responds to constituent inquiries and casework, manages the Representative’s policy portfolio, drafts communications, and supports the Chief of Staff and the Representative to keep the office running smoothly. Originally hailing from San Francisco, Mie moved to Portland in 2017 to attend Lewis and Clark College and has been working in the legislature for members representing this district for the last two years. Prior to that, they worked in social services helping immigrants and refugees navigate resources and connecting them to rental assistance. In their spare time, Mie likes to read, rock climb, and cook and bake for their housemates.

James Beard Public Market
I had the great fortune to preview the future home of the James Beard Public Market which will be opening in the heart of downtown in 2025. The market will be a daily, year-round market dedicated to honoring the legacy of James Beard and celebrating the best of Oregon’s food and culture. With its mission to enhance access to affordable nutrition, promote sustainable agriculture, and revive Portland's public market history, the market will provide economic opportunities for an estimated 40 small businesses. The market’s focus on equity, social responsibility, environmental stewardship, and education will foster an inclusive food space encompassing a teaching kitchen, farm stands, fish market, butcher, cheese shop, bookstore, fast casual dining, and more. Janus Youth Shelter
I was excited to learn more about youth homeless services firsthand by touring a youth shelter and meeting the direct service providers who support the most vulnerable youth in our community. Janus Youth Programs is a multi-service agency that has contact with over 4,000 youth annually, with half of the programs focusing on homeless youth; providing street outreach, emergency and transitional shelters, and a transitional living program. I heard from staff about the needs of children and youth and how we can disrupt the flow of youth aging into adult homelessness. I am committed to partnering with on-the-ground leaders and service providers to address the homelessness crisis as swiftly as possible.
The holiday season is upon Portland and there are tons of winter events in HD 33 to attend with your friends and family. Bundle up and enjoy the festive season!
Gospel Christmas
The Oregon Symphony’s Gospel Christmas returns this year to the Arlene Schnitzer Concert Hall December 14-15. Feel the spirit of the holiday season with the 25th annual performance of this beloved concert, featuring the region’s premier gospel singers alongside your Oregon Symphony. Experience the joy and uplift of gospel music, performed with passion and feeling by some of the finest musicians in the region.
Merry Everything: Winter Songs From Around the World
Embark with Portland Gay Men’s Chorus on a global tour to experience winter music from around the world in a symphonic solstice of programming December 13-15 at the Newmark Theatre. Whether this time of year makes you want to celebrate, contemplate, or hibernate, you’ll be charmed and delighted as the Chorus gallivants through a beautiful world of peace, hope, and joy.
ZooLights
The iconic ZooLights at the Oregon Zoo are back through January 5. This year promises to be the brightest ZooLights yet, with a brand-new magical meadow light show, dozens of life-size animal lanterns along the train route, and more interactive displays than ever. Walk through the famous tunnels of sparkling lights, pose next to colorful animals, and make holiday memories to last all year.
Portland Holiday Brew Fest
After a three-year hiatus, Portland Holiday Brew Fest is returning to Pioneer Square December 6-8, featuring winter beer and ciders, heated tents, vinyl DJs, and a giant lighted tree. This event is 21+ on Friday and Saturday and for all ages on Sunday. Bringing a cup from home is encouraged!
Portland Winter Ice Rink
The Portland Winter Ice Rink is open through January 5. In addition to skating, enjoy a variety of activities in the Woodsy Winter Village which features a concession marketplace, food, warm beverages, and a cozy lounge.
