Save the Date for a Transportation-focused Town Hall on Monday, December 2nd at 6:00-7:30 pm, at the Hillsboro Brookwood Library. I will be joined by Senator Wlnsvey Campos, Washington County Commissioner Nafisa Fai, and Metro Councilor Juan Carlos Gonzalez. We look forward to seeing you there!


Legislative Updates

December 2024 Revenue Forecast

On Wednesday, the December Revenue Forecast was released. In 2025, state leaders need to focus on growing a fair economy, where wages and quality of life go up for all Oregonians, while protecting our state from the uncertainty in Washington D.C. Strong leadership in Oregon and Washington D.C. put our state on the path to avoiding a devastating post-COVID recession, preventing more business failures and layoffs. This is good news, however, too many Oregonians are still struggling to get by. As we look to put our foot on the gas again, we will work to make sure that any improvements in our economy are reflected in rising wages and better quality of life for all Oregonians. Our economists also expressed concerns that the extreme, disruptive agenda in Washington D.C. could seriously jeopardize our economy. Cooler heads must prevail in our state. This is not the time for performative political games. We will remain vigilant, responsible stewards of our state’s resources to protect Oregon families and businesses from that chaos.

Revenue Outlook

2023-25 Net General Fund resources are up $945.4 million from the September 2024 forecast. The 2023-25 General Fund ending balance is now $2,786 million versus September’s projected ending balance of $1,840.6 million. Lottery revenue for the 2023-25 biennium is up $37.1 million from the September 2024 forecast.

Reserve accounts are currently at $900 million (Education Stability Fund) and $1,708 million (Rainy Day Fund). The projected ending balances for the 2023-25 biennium reserve account are as follows: Education Stability Fund: $1,009.2 million and Rainy Day Fund: $1,907.3 million. The Rainy Day Fund is projected to receive $329 million following the end of the 2023-2025 Biennium.

Kicker Outlook

A personal kicker of $1,792.4 million is projected for 2025. Corporate tax revenue of $1,024.5 million is projected to be dedicated to K-12 education spending in 2025-2027.

OEA Economic Outlook

The overall economic forecast is stable. Jobs are slightly lower relative to the previous outlook, but these changes are by tenths of a percentage point here or there. Income is now higher relative to the previous outlook. This is in large part because of the huge upward revision to non-wage income reported in the Bureau of Economic Analysis’s (BEA’s) annual update of the National Economic Accounts. The nature of the economic outlook is for a modest rebound in migration leading to slow, but positive population gains in the state. The labor market is expected to remain at or near full employment. The unemployment rate will remain in the low 4% range, while the share of working-age Oregonians with a job will be at or near an all-time high. The strong labor market translates into average wage growth per workers of approximately four percent at an annualized basis.

OEA Corporate Activity Tax (CAT) Projections

Anticipated revenues for the current biennium are down $5.9 million, along with a projected decrease of $40.1 million for 2025-27. Including a change in the beginning balance, available resources for 2025-27 are down $48 million to total $3,280.1 million.

Washington County Circuit Court Gathering

Yesterday, I attended the 6th Annual Washington County Circuit Court Gathering for legislators and community leaders. We discussed the challenges and opportunities facing the court and the resources needed to meet Washington County's growing population. We also heard updates on key issues - including courthouse planning & replacement, the public defender crisis, aid & assist challenges, and how our new drug deflection efforts are progressing.

Visit to Aloha High School

This week, Team SD15 had the opportunity to visit with Beaverton School District Superintendent, Dr. Gustavo Balderas, and Board Members Dr. Melissa Potter, and Dr. Tammy Carpenter at Aloha High School. We discussed BSD's current budget and legislative priorities for the upcoming legislative session and took a tour of two of their amazing Career Technical Education (CTE) classrooms, Automotive Technology, which includes an auto shop that community members can bring their cars to for repair, and Early Childhood Education and Development, with a preschool onsite. I am grateful for open communication and continued collaboration with the school districts and leaders that serve Senate District 15 students.

Portland State University - Vernier Science Center

On Monday, I toured the beautiful Vernier Science Center at the Portland State University campus. What an inspiring and beautiful space to grow a more diverse workforce of STEM (STEAM) leaders. Thank you, Dean Todd Rosenstiel - College of Liberal Arts and Sciences, for giving me the wonderful tour and sharing your passion for indigenous studies.

Last week's Stand for Children Oregon, Beat the Odds Luncheon was a success! Stand for Children shared their amazing work supporting eight fabulous high school superstars on their education journey (watch video at the link below) and championing early literacy for Oregon's kids. Diwali: The Festival of Lights

Diwali, also known as Deepavali, is one of the most celebrated festivals in India and across the world. Rooted in Hindu traditions, it signifies the triumph of light over darkness, knowledge over ignorance, and good over evil. The festival spans five days, with the main celebration occurring on the third day. Houses are adorned with vibrant rangoli designs, oil lamps (diyas), and fairy lights, symbolizing the inner light that protects against spiritual darkness. Fireworks light up the night skies, and families exchange gifts and sweets, fostering a sense of joy and togetherness. For many, it is also a time of prayer, particularly to the goddess Lakshmi, the deity of wealth and prosperity.

Diwali holds cultural significance beyond Hinduism, being observed by Jains, Sikhs, and some Buddhists, each adding unique layers of meaning to the festivities. For instance, Sikhs commemorate the release of Guru Hargobind Ji from imprisonment, while Jains celebrate Lord Mahavira’s attainment of nirvana. In modern times, Diwali transcends religious boundaries, uniting people from diverse backgrounds to share in the spirit of hope and renewal. The festival is a reminder of the universal human aspiration for happiness, harmony, and the victory of light over life’s challenges.

This time of year brings us opportunity to pause and think of the people and experiences that bring us joy and feelings of gratitude. My grandson, Oliver, creates a Grateful Turkey each year and shares what fills his heart with appreciation. While the stress of the election and even upcoming holidays can bring uneasy feelings for some, take a moment to view the world from a 4 year old’s eyes. He thinks of family, food and things that bring him smiles. I love this tradition and the space my son and his wife have provided for Oliver to reflect on the smallest things in life and be grateful. In the week ahead, I wish for you good food, family, relaxation, fun and a little #GratitudeAttitude with those you love.

Next week, Nickole and I will take a little break to enjoy time with our families. There will not be a newsletter on the 29th.  Remember, if you start your holiday shopping, remember to shop local. There are so many wonderful small businesses in Senate District 15 that would appreciate your support.

Senate District 15 lies on Kalapuya land. The Atfalati were the northernmost band of the Kalapuya that lived along the Tualatin River in present day Washington County. Many of the Atfalati descendants are members of the Confederated Tribes of the Grand Ronde Community of Oregon today. The Indigenous Peoples of this land experienced a painful history of colonial violence, sickness and removal from their land. The Atfalati are the foundation of Oregon's past and we must honor them well into our future.
