Hi Friends,
Today I had the honor of attending the National Association of Attorneys General Summit. This year's theme was Looking Out for the Next Generation, and I got to speak at the breakfast panel on social media impacts on youth health and wellbeing. Attorney General Letitia James was at the breakfast and she discussed how New York passed a law that prohibits social media companies from using algorithms to control youth content without parent permissions. The law is being challenged in court. Let me know if you have any thoughts on regulating algorithms and social media for our youth.
We also had the honor of hearing from Oregon’s Kid Governor and one of the leading researchers in the field of youth mental health. One thing that jumped out at me is that at around age 16, our kids' need for response/reward feedback is at it's highest, while their decision making skills are much lower. Science tells us that even at 16, our kids need us to be the grown up in the room, and we need to keep our kids safe online.

Keeping our kids safe is a priority, and as we look at the tragic school shooting this week, the panic alarm system that was in place has been reported to save lives. I championed and worked to fund Alyssa’s Law in Oregon, and we now have $2.5 million dollars to help schools implement these panic alarm systems. A quick response saves lives.
We are about to enter the “legislative blackout period” before the election, so you won’t get an email from us until post November 5th.
As this is my last email before the election and last email of my freshmen term, I want to say that being your State Representative is the honor of my life. I am so proud of what we have done together, thank you for your continued trust in me and my team.
Best,
Emerson

Measure 110 Reforms Now in Effect- The Oregon Drug Intervention Plan will give providers and law enforcement the tools they need to keep people safe and save lives. We invested more than $200 million in urgently expanding treatment, prevention, and strengthening the connection between law enforcement and treatment to more efficiently get people from crisis to stability. Those funds are already going into our community. Starting September 1, law enforcement in Oregon have access to more tools that they need to keep our community safe and save lives.
The Oregon Drug Intervention Plan will:
-
Urgently expand drug treatment to save lives, reduce drug overdoses, and get more Oregonians into recovery by investing in shovel ready projects and building out the behavioral health workforce.
-
Prioritize prevention and education, stopping kids from experimenting with hard drugs and making sure they have the resources and knowledge they need to stay safe and healthy. This means more prevention education and direct investments in prevention programs, including public awareness campaigns.
-
Intervene on drug use, providing first responders with the tools they need to confiscate drugs, stop public drug use, and get people into treatment with accountability. Deschutes County Stabilization Center was granted $1.5 million to expand services and BestCare, the largest substance abuse disorder treatment provider in central Oregon, was awarded $525,000 to expand detox capacity.
-
Stop drug dealers by enhancing sentences for dealers. Those bringing poison into our community have no place here.
