Dear Friends and Neighbors,
Happy September, the summer has flown by! It’s hard to believe that students are back full-time in the classroom and we’re already well into the month.
This will be my last newsletter before we enter another “black out period” which begins 60 days before an election. During this time, I will not be sending out legislative newsletters or mass communications, and will return until the period is over in November. But until then and as always, my office remains open for direct communication and services at Rep.HaiPham@oregonlegislature.gov.
Labor Day is more than just a long weekend but a moment to honor our strong labor movement for our state, country, and economy.
It’s a moment to celebrate our unions and workers who are fighting for policies like Paid Family Medical Leave, Prevailing Wage, and modernizing workers' compensation benefits. We are working to build a better economy and workplace that works for everyone.
The weather service issued an excessive heat warning beginning this Thursday to Friday where temperatures are expected to rise to around 100°F. The heat is expected to impact the Tualatin Valley including Hillsboro, Forest Grove, Tigard, and Sherwood, along with neighboring cities like Newberg and Wilsonville.
Please take caution and check in on your friends, neighbors, and pets. Know the signs of heat stress, you can learn more by visiting this Extreme Heat Resources page from the Oregon Health Authority. And you can find cooling centers and additional resources on Washington County’s website.
September Revenue Forecast
Last week, we heard from state economists about Oregon’s economic health and received some reassuring news. Oregon’s economic forecast remains stable and strong despite a slowing labor market. You can read more about this from the Statesmen Journal.
That being said, one of the key things that I will be focused on this upcoming session will be efficient and upstream spending on critical services that keeps our economy and communities moving. I believe that we need to hold our ground on core, essential programs, and prioritize efficient, streamlined, and responsible funding should we need to make new investments.
We’ll have another opportunity to get a clearer view on the state of our economy in our next revenue forecast in December before the session begins, so stay tuned.
Transportation Committee Statewide Tour - Coming Soon to Hillsboro
The Joint Committee on Transportation is on their last stretch of their statewide Transportation Tour where they have planned 12 locations to better understand the local transportation needs, gather input from key stakeholders as they craft a transportation package for the 2025 session.
The Committee’s last stop will be in Hillsboro, scheduled on Friday, September 27th, the location is yet to be determined. The public will have an opportunity to provide public testimony. I encourage all interested community members to attend, listen, and provide testimony or feedback so that legislators understand our transportation needs and solutions in our communities.

Westside Small Business and Workforce Open House
Don’t miss this free one-stop shop where small businesses can meet mid/big businesses to network and connect with local government agencies, business resource agencies, community-based organizations, and access educational resources.
Programming for the event will be geared toward learning:
- How to do business with cities; counties and regional government agencies
- Regional industry trends
- Workforce diversity programs, and more!
