Summer is coming to a close

Hello Friends,

Summer is coming to a close, the county fairs have finished up their fun, and school is about to start.  As we move into the fall and winter there are two upcoming Legislative Weeks, the first is September 23- 25 and the next is December 10-12. Our bill filing deadline is September 27, feel free to reach out to my office if you have an idea for a bill concept or laws that need to be changed in Oregon.

I encourage you to tune into the Legislative Committee Hearings, you can watch remotely or join me at the Capitol during Legislative Week. No bills will be passed, but our committees will hear issues that could inspire bills for next session. 

It has been humbling and a privilege to serve the people of Southwest Oregon. I've included a few photos in my newsletter from some of the activities I've been participating in recently.

Our citizens in the Coos and Curry part of my District are very fortunate to have Adapt, Advanced and All Care Health Coordinated Care Organizations (CCO's). Senator Brock Smith and I for several years have both had the pleasure of working with all and witnessed first hand the commitment of these three terrific programs. Their dedication to improving the health and well-being of everyone in Southern Oregon is greatly admired and appreciated. I attended one of their coast meetings in Gold Beach last week".

I had a great 2 days last month in the cities of Sisters, Bend, Redmond and Madras. We gained tremendous information about Firefighting, Water Resources, Housing, Fish Enhancement and Emergency Management.

Coos Bay - Full Day Oregon Department of Transportation Meeting

I’m always advocating for Highway Maintenance and long-term projects in Southwest Oregon, particularly for my District 1. The Oregon Department of Transportation is currently facing a massive budget crisis, which means the Oregon Legislature needs to plan and find strategies to best service our roadways.

The public comments and round table discussions on the 7th were very beneficial for our long-term transportation goals. Parts of my district are very isolated and constantly subjected to added pressures, especially from winter rainstorms. We're doing our very best to recognize these challenges and respond wisely.

The purpose for coming to the Southcoast was to hear from local officials and the public on how best to manage, plan, repair and improve Oregon's State Roadways. I learned a great deal and was able to support my District 1 short and long term Highway goals.

Everyone who knows me – will tell you I'm not much of a 'drinker', but I couldn't be prouder of the 40 fabulous wineries in our 3 counties and all the wonderful people they employ. They are such an important part of our Visitor Promotion and Tourism Industry. Senator Brock Smith learns so fast it's fun to attempt to keep up with him.

Jane Jinn – What a fabulous story

Ms. Jinn served in the Chinese Military, barely escaping to the United States immediately following the 1989 Tiananmen Square Massacre. No one knows for sure how many innocent citizens were slaughtered, but it is estimated in the 1,000's. She understandably has very strong contempt for the Chinese Communist Party. She is now a proud U.S. Citizen and believes very strongly in our Constitution.

Yes we received considerable rain last month, however I'm predicting an “Indian Summer” and we know how quickly ground fuels dry out in Oregon. We just had another huge fire.

Southwest Oregon Community College

I visited the Brookings Campus earlier this summer to listen to guest speaker Kathleen Crook. Their family owns over 2,000 acres at the Pistol River Crook Point between Gold Beach and Brookings. Mom 'Jackie' was a teacher in the Gold Beach School System for over 25 years. The Boice and Crook Families have been close friends for 3-generations.

Governor Vic Atiyeh - UP THE CREEK WITHOUT A PADDLE AWARD

Back in the 80's, I had the privilege of taking him up the Rogue River from Gold Beach on three occasions. He, his staff and family were terrific guests. 

 On one trip as we were idling by some fishermen when he noticed a broken Rafter Oar floating by. I was visiting with the guides and all of a sudden the Governor stood up and said - "Court, can we go back and grab that paddle?"

We went back and grabbed it. He took it back to Salem - I forgot about it until a couple of months later when he sent me a nicely choreographed photo. As Governor, it was a 'prestigious' Bi-Annual Award he honored by giving to the Oregon Government Department Head that wasted the most money in those 6 months. He called me and said - "Court, By the way,  I wanted to give that to our ODOT Director but the son-of-a-gun resigned before I could present it to him." 

I'm thinking, I will at some point resurrect that award 40 years later being reminded that the Oregon Health Authority, Department of Energy or Department of Environmental Quality should be good places to start in calling out wasteful spending!

Vic Atiyeh was a wonderful statesman, avid outdoorsman who loved his great Oregon! It was an honor to know him. Great memories!

Support Toxic Exposure Awareness Month!

Our veterans and their families have sacrificed so much for our country. Now, it's time for us to stand up for them. Toxic Exposure Awareness Month is a critical measure aimed at understanding and addressing the health impacts of toxic exposures on veterans and their descendants.

Why This Bill Matters

Protects Future Generations: Exposure to toxic substances during military service doesn’t just affect veterans—it can impact their families. This bill will support comprehensive research into the impacts of toxic exposure on the descendants of veterans. 

Awareness: From Mustard Gas in trenches during World War I, to Agent Orange in Vietnam, to desalinization issues with water supplies on ships today, toxic exposure has and continues to impact Veterans and their families in many ways.

How You Can Help

Contact Your Representatives: Urge them to support Toxic Exposure Awareness Month. While some work has been done to serve past Veterans, we can spread awareness to future generations on exposure to toxins and hopefully impact their mitigation going forward as well as establishing best practices.

September 10th is World Suicide Prevention Day

World Suicide Prevention Day is an awareness day always observed on 10 September every year, in order to provide worldwide commitment and action to prevent suicides, with various activities around the world since 2003. 

Our citizens in the Coos and Curry part of my District are very fortunate to have Adapt, and Coordinated Care Organizations (CCOs) Advanced and All Care Health. Senator Brock Smith and I for several years have both had the pleasure of working with all and witnessed first hand the commitment of these three terrific programs.

This September, Curry County Suicide Awareness and Prevention Council would like for you to have new tools and greater awareness of the need for suicide prevention among our youth, seniors and U.S. Military Veterans.

OPRD opens public comment on proposed prohibition of camping along ocean shore in Brookings

Oregon Parks and Recreation Department (OPRD) is seeking public comment on a proposed rule change that would add Brookings to the list of cities where overnight camping is prohibited along the ocean shore within city limits.

The proposed rule change was requested through a petition from residents living near Mill Beach in Brookings. They identified concerns over public health, risks to public safety and impacts on the marine ecosystem along the ocean shore as reasons for proposing the closure of camping on the ocean shore within city limits.

Currently, overnight camping is prohibited on the ocean shore within the city limits of Seaside, Cannon Beach, Manzanita, Rockaway Beach, Lincoln City, Newport, Bandon and Gold Beach. Camping is also prohibited on the ocean shore in Clatsop and Tillamook counties, under different rules within OPRD's division 30, which are Special Regulations Affecting Ocean Shores Adjacent to Coastal Cities within Oregon Revised Statutes that include special regulations affecting ocean shores adjacent to coastal cities. 

Public comments on the proposed rule change will be accepted through 5 p.m. October 15, 2024, and can be submitted:

Once the public comment period ends, Oregon State Parks and Recreation Commission will consider possible adoption at a meeting in the fall or winter.
