Community Conversation with Forest Grove Superintendent and School Board Chair

This week I was joined at my community conversation in Forest Grove by Superintendent, Dr. Suzanne West and School Board Chair, Kristy Kottkey. It was a fabulous gathering of parents, educators and community leaders talking about all things education. I plan to continue holding theme-focused community conversations throughout the Fall. Stay tuned to the newsletter for upcoming information about a transportation themed town hall with myself and Senator Wlnsvey Campos.

NCEL 2024 Legislative Session Recap

This week, I participated in a webinar with the National Caucus of Environmental Legislators (NCEL) to discuss a recap of environmental policies that were worked on and passed across the country in 2024. I was joined on the panel by Hawaii Senator Chris Lee and Pennsylvania Representative Danielle Friel Otten. We had a great discussion about legislative wins and what we are anticipating for the future.

Coffee Creek GED Graduation Ceremony

I recently had the opportunity to attend a GED Graduation Ceremony at Coffee Creek Correctional Institution and I left feeling so inspired by the hard work these women are putting in to better their futures. I was honored to be asked to share a few words at the ceremony and also received permission to share this video of graduate Auli’I Melita Ramos’ speech to the class (Auli'I is pictured with me on the left). I look forward to these visits and will continue to support programming for adults in custody who are seeking positive change in their lives, knowing that they will return to our communities as future friends and neighbors.

SMART Week, August 26th - 30th

As young people head back to school, one of the smartest things all adults can do to keep kids, classrooms, and communities safe from gun violence is raise awareness about secure gun storage. August 26–30, 2024 marks the first annual SMART Week—a time when we come together to spread the word on the critical importance of secure gun storage to prevent gun violence. Through local activations, partnerships, and social media amplification, we can work together to make sure this school year is the safest one yet!

SMART Week is built on the foundation of the Be SMART public education program. Be SMART promotes secure gun storage as a means to prevent kids under 18 and other unauthorized users from accessing guns. SMART Week will leverage the Be SMART framework to educate communities across the US about the simple steps that everyone—gun owners and non-gun owners alike—can take right now to prevent gun violence:

  • Secure all guns in homes and vehicles
  • Model responsible behavior around guns
  • Ask about the presence of unsecured firearms in other homes your child visits
  • Recognize the role of guns in suicide
  • Tell your peers to Be SMART

The bottom line: As summer comes to a close and kids head back to school, adults have homework too—to spread the word about secure gun storage and how to Be SMART!

Better MAX service is on its way to Beaverton and Hillsboro

Starting August 25, you’ll see some changes to service!

In 2003, the MAX Red Line began serving the Beaverton Transit Center, providing a reliable and direct connection for Beavertonians to Portland International Airport. Twenty-one years later, TriMet is extending the MAX Red Line by 10 stations. Starting in late August, the Red Line will provide a one-seat ride from the Hillsboro Airport to the Portland Airport, serving every MAX station in Beaverton along the way.

The MAX Blue Line will continue to run between Hillsboro and Gresham. Thanks to the MAX Red Line extension, MAX will arrive more frequently at stations throughout Beaverton, cutting wait times approximately in half. Stations where riders will soon be able to catch the MAX Red Line include:

  • Beaverton Central MAX Station
  • Millikan Way MAX Station and Park & Ride
  • Beaverton Creek MAX Station and Park & Ride
  • Merlo/SW 158th Ave MAX Station
  • Elmonica/SW 170th Ave MAX Station and Park & Ride
  • Willow Creek/SW 185th Ave Transit Center
  • Quatama MAX Station and Park & Ride
  • Orenco MAX Station and Park & Ride
  • Hawthorn Farm MAX Station
  • Hillsboro Airport/Fairgrounds MAX Station and Park & Ride (which is being renamed from Fair Complex/Hillsboro Airport as part of this service improvement)

CPP Rulemaking Public Comment Period Extended

The Oregon Department of Environmental Quality has extended the public comment period on a proposed climate protection program, including proposed new rules and permanent rule amendments to chapter 340 of the Oregon Administrative Rules. As part of adopting the proposed climate protection program, DEQ is proposing to adopt new rules, chapter 340, Division 273, and proposing corresponding rule amendments to chapter 340, Divisions 12, 215, 216, 253 and 272.

Proposal Summary

The purpose of this rulemaking is to reestablish a climate mitigation program in place of the recently invalidated Climate Protection Program. In December 2023, the Oregon Court of Appeals determined that DEQ did not fully comply with notice requirements during the 2021 Climate Protection Program rulemaking process, thereby invalidating the program. 

This rulemaking would: 

  • Establish a program to set limits on greenhouse gas emissions from significant sources in Oregon including large stationary sources, transportation fuels, and other liquid and gaseous fuels.  
  • Set an enforceable and declining limit, or cap, on greenhouse gas emissions from fossil fuels used in Oregon, including diesel, gasoline, natural gas, and propane beginning in 2025.    
  • Prioritize equity by promoting benefits and alleviating burdens for environmental justice communities.  
  • Reestablish a climate program with comparable scope and emissions reduction ambitions as the previously adopted Climate Protection Program.

DEQ will hold a public hearing on the proposed rule amendments on Aug. 21, 2024, 4 p.m. DEQ has added a public hearing on the proposed rule amendments on Sept. 26, 2024, 3:20 – 5:20 p.m.

The comment period has been extended and closes at 4 p.m. on Friday, Sept. 27, 2024. DEQ plans to present the final proposal, including any modifications made in response to public comments for a decision to the Environmental Quality Commission at its November 21-22, 2024, meeting.

Senate District 15 lies on Kalapuya land. The Atfalati were the northernmost band of the Kalapuya that lived along the Tualatin River in present day Washington County. Many of the Atfalati descendants are members of the Confederated Tribes of the Grand Ronde Community of Oregon today. The Indigenous Peoples of this land experienced a painful history of colonial violence, sickness and removal from their land. The Atfalati are the foundation of Oregon's past and we must honor them well into our future.
