Town Hall on Saturday and a Summer Update

PDX Housewarming Party

I recently attended the unveiling of the phenomenal new main terminal at Portland International Airport which is in my district. I had the pleasure of watching the mass timber roof being installed in October of 2022. Now it is all coming together.

You can learn more about the project timeline here. The Port of Portland has prepared these Five Tips for Navigating the New PDX Terminal. Their main advice is to arrive earlier than usual while you learn how to navigate the new space.

I’ve recently experienced it as a traveler and LOVE IT! I think you’re gonna love it too!

Terminal 6 Funding

I toured Port of Portland's Terminal 6 to discuss their plans to make container operations sustainable over the long-term. I support Governor Kotek's request for state investments to keep Terminal 6 operating.  I have joined other Legislators in a letter to Curtis Robinhold, the Executive Director of Port of Portland, back in April to ask the port to look for solutions to keep the terminal operating. This is another funding ask that I will be following in the coming months.

Summer Learning with PPS

I had so much fun interacting with students during Summer Acceleration Academy & Early Kindergarten at Peninsula Elementary School. We played a really intense game of large Jenga before starting a day of learning. I got to learn about computer programming with Legos and how to paint with marbles. I was impressed with how all of the teachers and staff made learning look fun. These programs help get kids on track for the next school year and help with the "summer slide" before the school year begins again.

You can learn more about the Summer Acceleration Academy here. I believe these programs are vital to help struggling students and I will advocate for making sure these programs continue in the future.

Preparing for Emergencies

I am very concerned about the fuel that is stored at the Critical Energy Infrastructure (CEI) Hub and what will happen during a seismic event. My office has been working with community members on next steps for addressing concerns about the CEI Hub.

I took some time to attend an event with DEQ Emergency Response staff who conducted a worst-case scenario exercise with one of the companies from the CEI Hub. The event simulated the response to several million gallons of lubricating oil being spilled into the Willamette River. I had a chance to see what an Incident Management Team does in a situation like this and how they would respond to a spill.

DEQ’s Emergency Response Section includes two programs which require drills and exercises to be performed annually by companies involved in the storage or movement of large quantities of petroleum products. They are the High Hazard Rail Program and the Oil Spill Contingency Planning program.

It was informative to learn about the resources needed for a response to a spill from just one of the tanks. This experience reaffirmed my commitment to taking the next steps on protecting my community from the devastating effects of a seismic event on the CEI Hub. I made sure to ask about their report to DEQ and what they will be doing in case of a seismic event. I look forward to seeing the report from DEQ and working on additional steps to prepare for a disaster.

Emergency Route Meeting

As many of my constituents are aware, we are facing a dangerous situation in North Portland. If the "big one" hits and bridges leaving St. Johns fall, we will have 30,000 people stranded with no connection to emergency services and the rest of Portland. 

I worked with Donna Cohen (North Portland activist) to coordinate a meeting with multiple state and local agencies, BNFS Rail, representatives from the St Johns Neighborhood Association and Neighborhood Emergency Team, as well as Senator Frederick and staff from other legislative offices, to discuss how the legislature can take steps to address this impending crisis. I will be working on a legislative proposal and workto find creative solutions to bring these bridges up to a standard that would survive a seismic event of any magnitude.

New Chair Position

I was recently voted in to be the Chair of the Joint Task Force On Improving the Safety of Behavioral Health Workers. The task force will draft policy recommendations to address safety concerns prevalent in the behavioral health industry. The policy recommendations may include:

  • Physical and structural security requirements;
  • Safe staffing levels;
  • Standards and procedures for reporting assaults;
  • Best practices for worker safety training including minimum requirements for training on workplace safety protocols; July 11, 2024
  • Minimum standards for safety protocols and procedures;
  • Strategies to ensure compliance with all worker safety and training requirements; and
  • Potential sources of funding to mitigate the costs incurred by implementing any of the recommendations.

I look forward to working with the members of the task force to bring these recommendations to the 2025 Legislative Assembly.
