Oregon Summer EBT Program

Oregonians Win with New Privacy Rights

As of July 1, Oregonians have a new and powerful set of consumer privacy rights and protections with the enactment of the Oregon Consumer Privacy Act (OCPA).

The OCPA defines personal and biometric data broadly, protects consumer data rights holistically, and holds companies that have access to our data to high standards. The Act also gives consumers control over how businesses use their personal data. It guarantees Oregonians affirmative rights to manage and safeguard their personal data.

While this new law may seem complicated, the Oregon Department of Justice is working hard to make it accessible and immediately helpful to all Oregon consumers. The OCPA website focuses on educational outreach for consumers and businesses. For consumers, it contains tailored FAQs to cover the nuances of the law, a template form for consumers to use when requesting their privacy rights from businesses, educational handouts, and other materials. 

Under the OCPA, Oregonians gain important rights over their personal information. The OCPA imposes specific obligations on businesses, including nonprofits. Highlights of the bill include these consumer rights:

  • Right to Know — Consumers can get a list of the specific entities that received their personal data.
  • Right to Correction—Consumers can edit any inaccuracies in the data about them.
  • Right to Deletion— Consumers can delete the data a business has about them.
  • Right to Opt-Out—Consumers can say no to a business selling, profiling or otherwise using their data for targeted advertising.
  • Right to Data Portability—Consumers can get a copy of the personal and sensitive data a business has about them.
  • Sensitive Data Protections — The OCPA contains heightened protections for “sensitive data”, which is broadly defined and includes personal data revealing racial or ethnic background, national origin, religious beliefs, mental or physical condition or diagnosis, sexual orientation, status as transgender or nonbinary, crime victim status, or citizenship or immigration status; genetic or biometric data; and precise geolocation data.
  • Special Protections for Youth — Children and youth are given heightened protections under the OCPA. Controllers (handlers of consumer data) must follow the requirements of the federal Children’s Online Privacy Protection Act (COPPA) when processing data of children under 13 years old. Further, “opt in” consent is required for targeted advertising, profiling, or sale of the personal data of a youth 13 to 15 years old.

Consumers can expect clearer and more tailored privacy notices, and an easy way to contact businesses. The OCPA requires covered businesses to appropriately limit their collection of personal data, be transparent about how they use and secure that data and obtain consumer consent before collecting sensitive information.

Consumers are on the front line of the OCPA! The Oregon Department of Justice wants to hear from consumers, both about any possible violations of their consumer privacy rights, or to request additional educational materials, trainings for consumer groups, etc.  To file a complaint about a business not honoring privacy rights, consumers should visit our complaint form (https://tinyurl.com/48mfrkcy) and provide us with detailed information about their experience.

Hillsboro House Shelter Grand Opening

In 2021, former Senator Chuck Riley, Representative Susan McLain and myself pooled our American Rescue Plan Act (ARPA) dollars to fund 11 community projects across Senate District 15. One of the projects funded was $500,000 to Family Promise of Washington County. This past weekend was the Grand Opening of the Hillsboro House Shelter. Located in downtown Hillsboro, this historic house was donated to Family Promise in 1999 and operated as a day house where families could stay during the day before traveling to host churches each evening.

The house is now permitted by the city to serve as an overnight shelter, much the same as the Community Action Family Shelter.  Renovations provide for more privacy for families and useful space for staff, in addition to improved ADA accessibility and remodeled kitchen and laundry facility. The house will begin to host 2-3 families as early as September, after a few exterior repairs are completed. Learn more about Family Promise of Washington County here.

Leaders Luncheon with Forest Grove/Cornelius Chamber of Commerce

This week I enjoyed a fantastic luncheon with the Forest Grove/Cornelius Chamber of Commerce. State Representative Susan McLain and I provided a recap of the 2024 session, a look beyond to 2025 and answered questions. It was great to catch up with fellow electeds and Washington County leaders as well.

La Strada dei Pastelli 

The talented work of many artists was on display in Hillsboro this past weekend. La Strada dei Pastelli was amazing and I loved seeing so many families enjoying a stroll in the streets. Thank you artists, sponsors, City of Hillsboro, Tualatin Valley Creates and Hillsboro Parks & Recreation for participating in this annual event.

Congratulations to Centro Cultural on their recent award!

Centro was recognized with the prestigious Helen Rodriguez Trias Health Award for our leadership in health equity in the Latino community at this year's UnidosUS Annual Conference in Las Vegas, Nevada. The program recognized the excellence of the Edad de Oro (Golden Years) program that supports low-income Latino seniors and elders of color with health navigation, nutrition, and warp around services.

UnidosUS is the nation’s largest Latino civil rights and advocacy organization. The conference convened 1,500 Latino leaders and advocates from across the country, where many, including 25 of our team members, connected and learned how we can come together to solve the most pressing issues and create opportunities for our comunidad, especially with this year's theme, “Our Time is Now!”
Thank you to our Community Health & Wellness team for their relentless work to provide a bicultural space for our seniors to build their familia in a dignified way.

Pix in the Park is Hillsboro’s free outdoor movie series with films each Friday night in August. Bring a blanket or low-backed chair and stretch out in front of the big screen! Snack food vendors will be available, or bring your own. Movies will be closed captioned in English. Activities begin at 7:30pm, and movies begin at dusk (between 8:15-8:45 pm).

Senate District 15 lies on Kalapuya land. The Atfalati were the northernmost band of the Kalapuya that lived along the Tualatin River in present day Washington County. Many of the Atfalati descendants are members of the Confederated Tribes of the Grand Ronde Community of Oregon today. The Indigenous Peoples of this land experienced a painful history of colonial violence, sickness and removal from their land. The Atfalati are the foundation of Oregon's past and we must honor them well into our future.
